Description
INSTRUCT AIR FORCE INSTITUTE OF TECHNOLOGY COURSES FA8601-06-T-0040 The government (88 CONS/PKBB) intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(b)(1)(ii). The proposed source is Dr. Charles Bridgman of Huber Heights, OH. The services being procured includes preparation, presentation and evaluation of Air Force Institute of Technology classes NENG 791 and NENG 635. The NAICS code for this purchase is 541710, and associated small business size standard is 500 employees. Provisions of the courses offered will include the preparations and presentations of lectures, preparation of tests and handout materials, testing, and grading in accordance with the Statement of work provided by the Air Force Institute of technology. The statements of work are as follows: STATEMENT OF WORK Task l: Teach graduate course NENG 791, Proliferation of Weapons of Mass Destruction Period of Performance: Inception of contract to 24 March 2006. The contractor will prepare, present, and evaluate student performance for the course NENG 791, Proliferation of Weapons of Mass Destruction (40 classroom hours) for graduate students in the Nuclear Engineering Program at the Air Force Institute of Technology (AFIT), School of Engineering and Management, during the Winter Quarter 2006 from 03 Jan 2006 to 24 Mar 2006 at a time scheduled by the AFIT Registrar (AFIT/RR). Additionally, the contractor will schedule at least two hours per week for office hours to meet with students, and prepare, administer, and grade tests and problems. Services required under this task include preparation of class lectures, handout materials, problem assignments, quizzes, the final exam, and a minimum of two office consultation hours per week. Quizzes, exams, problems, and class participation will be evaluated and a final grade with justification submitted to the Head of the Department of Engineering Physics by COB on Thursday of the 11th week (24 Mar 2006) of the Winter ?06 Quarter. Task 2: Teach graduate course NENG 635: Residual Effects of Nuclear Weapons Period of Performance: 12 June 2006 to 15 September 2006. The contractor will prepare lecture materials and provide a ten-week course with 40 hours of classroom instruction (the course NENG 635) on the topic, Residual Effects or Nuclear Weapons. This class will be held for graduate students in the Nuclear Engineering Program at the Air Force Institute of Technology (AFIT), School of Engineering, during the Summer Quarter 2004 from 12 Jun 2006 to 15 September 2006 at a time scheduled by the AFIT Registrar (AFIT/ENFR). Additionally, the contractor will make 60 prep hours available for course preparation, 20 hours available as office hours to meet with students, and 40 hours for grading. Services required include preparation of class lectures, handout materials, problem assignments, quizzes, the final exam, and a minimum of one office consultation hour per class hour. Quizzes, exam, problems, and class participation will be evaluated, and a final grade with justification submitted to the Head of the Department of Engineering Physics by COB on Friday of the 11th week (15 Sept 2006) of the Summer ?06 Quarter. Dr. Bridgman was the only professor found to be capable of providing these courses to meet the requirements of the U.S. Air Force Institute of Technology. This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received within days (6) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
