Description
This is not a request for proposal. No solicitation files are available. 55 CONS/LGCA at Offutt AFB, NE, is conducting market research to identify firms who would have the interest and capability to perform work at Offutt AFB, Nebraska, under a design-build/build type contract. Proposed NAICS Code for this type of work is 236220, Commercial and Institutional Building Construction, small business size standard is $31 million. Proposed contracting method is to utilize a multiple award design build/build task order type contract. The information received will help determine the acquisition strategy to include number and dollar amount of contracts to be awarded. This is not a request for proposals (RFP) and we are not conducting any technical evaluations at this time. Please read the proposed project requirements below and indicate your experience with the following items. Respond on your company letterhead and reference No. FA4600-06-R-0003 on all documents. Price proposals should not be submitted at this time and will not be accepted. The government shall not pay for information received from this market research. Responses to this announcement should be sent electronically to: Cindy Sand at cindy.sand@offutt.af.mil and should arrive no later than 2:00 p.m. (CST) 20 January 2006. All documents should arrive no later than 2:00 p.m. (CST) 20 January 2006 and must include a return address on the outside envelope to be accepted at the base. If you have any questions, please email them to cindy.sand@offutt.af.mil or contact Cindy Sand at phone number 402-232-5943 Contractors would be required to furnish all plant, labor, materials, and equipment to perform a wide variety of design-build services (ranging from 35% up to 100% level of design effort) and construction projects, including but not limited to; building construction, asbestos removal/abatement, lead based paint removal/abatement and PCB removal/abatement, (i.e. light fixture ballast, electrical transformers, etc., mechanical work, and electrical work) repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving, and earthwork and may include on base property as well as industrial/office buildings on Offutt AFB, NE. The scope of work and authority to perform the work will be accomplished using task orders issued against a resultant contract, executed by the Contracting Officer. Some requirements may require the Contractor to provide plans and specifications in conjunction with a construction project. Description of the work will be identified in each individual task order. The contractor will be expected to provide high quality materials, equipment and workmanship without the need of specifications, written direction, or prompting from Government representatives. The ability and willingness of the contractor to produce a complete and effective work plan and to provide fair and reasonable price proposals in the initial submittal of a requirement is critical to the success of the proposed contracting method. Any subsequent Request For Proposal (RFP) will include a seed project that will be used to rate offerors capabilities to determine basic contract awardees based on best value source selection procedures. The government anticipates an award of up to three (3) contracts. The government will evaluate offers utilizing the best value source selection procedures described in the Federal Acquisition Regulation (FAR Part 15) and Air Force Federal Acquisition Regulation Supplement (AFFARS 5315.3). All interested, capable, qualified and responsive contractors are encouraged to reply to this market survey request. The Government is requesting interested contractors furnish the following information: (1) Company name, address, point of contact, telephone number, and e-mail address. (2) Type of Business (Large Business, Small Business, Small Disadvantaged Business, Service Disabled Vet, HUBZone, etc.). (3) State your bonding capacity as of the date of your response. All responses will be reviewed for preliminary planning purposes in determining future acquisition strategy. (4) What is your firm?s primary discipline of work? (AE, Construction) (5) Does your firm have design-build experience? (6) Does your firm have construction experience in the areas indicated above? (7) Please provide a list of successfully completed design-build/build projects in reference to the type of work listed above to include location, title of project, dollar amount of work, period of performance, completion date, and name of customer with phone number. (8) Is your firm currently registered with the Small Business Administration in a particular program, i.e., Service Disabled Veteran Owned Business, Small Disadvantaged Business, HUBZone, 8A, etc. Responses should be limited to no more than 25 pages. Do not submit product literature or brochures.
