Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Grant Writers? Seminars and Workshops (GWSW), 2880 Grand Ave., Suite A, Los Olivos, CA, to collaborate and provide two-day workshop, three-day seminar, and a 10-week tutorial to start in January 2006 to approximately 250 NIMH clinical and/or basic science research fellowships. The training will provide the staff fellows with extensive overview of the extramural review process and the development of research ideas and proposals, and also provide tips on the preparation of each of the sections of the PHS 398 grant application which includes presentation of the Research Plan and formulation and justification o the research budget. Grant Writers? has provided this required for the last 9 years. They also have proprietary rights to the training program that is tailored to the needs of the NIMH Department of Intramural Research Program. The North American Industry Classification (NAICS) Code is 611430 and the Size Standard is $6.5M. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
