Description

The National Institute of Standards and Technology (NIST), intends to request a Fixed Price quote, on a sole source basis, under authority of FAR 13.106-1(b) (1), from Optical Elements Corporation of 105 Executive Dr. Suite 100, Dulles, VA 20166 for the purchase and integration of an Olympus DSU, associated power supply, cabling, universal control unit, and accessories. NIST Biotechnology Division will use this upgraded system to enhance the capabilities of an existing IX70 microscope system.. Sole source determination is based on required compatibility of components sort under this requirement, with NIST existing Olympus IX70 microscope. The DSU spinning disk confocal microscope must have split apertures and be able to change confocal aperture size to match NIST existing Olympus 20X objective. Optical Elements Corporation is the only known vendor authorized to provide these requirements, and training for this equipment in this region. Delivery shall be FOB Destination and be completed in accordance with the Contactor?s commercial schedule. Training and software integration shall be at NIST Gaithersburg, MD. As defined in the federal Acquisition Regulation (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at delivery point specified in the purchase order, and pay all charges to the specified point of delivery. The contractor shall deliver all line items to or at: NIST, Gaithersburg, Maryland, 20899-0001. The North American Industrial Classification System (NAICS) code for this acquisition is 333314. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the government will consider responses received by December 30, 2005. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
