Description
The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Building and Fire Research Laboratory (BFRL), intends to negotiate on a sole source basis under the authority of FAR 13.106(b)(1), with Five Winds International, of West Chester, PA for scientific services to provide technical support and documentation to determine lifecycle impact assessment weights for Building for Environmental and Economic Sustainability (BEES) Software Project. The NIST Building and Fire Research Laboratory (BFRL) studies building materials; computer-integrated construction practices; fire science and fire safety engineering; and structural, mechanical, and environmental engineering. Products of the laboratory's research include measurements and test methods, performance criteria, and technical data that support innovations by industry and are incorporated into building and fire standards and codes. One of BFRL?s major program areas is Healthy and Sustainable Buildings, to which the Building for Environmental and Economic Sustainability (BEES) software project is a major contributor. BEES uses the Life Cycle Assessment (LCA) approach to evaluate the environmental performance of building products. A dozen environmental impacts are scientifically measured for each product, but in order to support decision making, they need to be synthesized using importance weights. The North American Industry Classification System (NAICS) code for this acquisition is 541690, and the size standard of $6 Million. This notice of intent is not a request for competitive quotations, however, parties that believe they can provide the services noted above may respond to this notice and clearly demonstrate their capabilities in detail so that NIST may evaluate them. Such notice shall be received by December 30, 2005. The Government will then determine whether this procurement could be competed. A determination by the Government whether to compete the proposed acquisition will be based upon responses to this notice
