Description
NRCS is contemplating the issuance of a solicitation for Maryland Farm Bill Program Clerical Services. There may be a total of five (5) full-time clerical services positions required. These are commercial services. Incumbents will need a working knowledge of NRCS software such as Protracts, Toolkit, Performance Results System, and MS Word and Excel. Due to the specific nature of the NRCS software NRCS can provide on-the-job training for the incumbents in Protracts, Toolkit and the Performance Results System. Contractor employees should be able to demonstrate handiness with learning new computer programs. At a minimum the incumbents will perform the following services: 1. Provide assistance related to collecting and assembling cost data and processing payment application requests. 2. Review a wide variety of invoices, vouchers, and other miscellaneous payment requests for the following programs: Environmental Quality Incentives Program (EQIP), Wildlife Habitat Incentives Program (WHIP), Wetland Reserve Program (WRP), Conservation Security Program (CSP), Grassland Reserve Program (GRP), etc. and miscellaneous cooperative and contribution agreements. 3. Compile supporting documents that substantiate payment requests. 4. Establish and maintain files in Toolkit and Protracts. 5. Review accuracy of documentation of vouchers, invoices, claims, statements and other requests for payment of goods and services. 6. Processes program payment information. 7. Prepare items for District Conservationist?s signature and forward completed documents to financial management staff for payment. 8. Establish and maintain contracting files and producer records. This includes receiving and assembling program applications and collecting producer eligibility information. 9. Compile contract documentation including, but not limited to, conservation plans, maps, photographs, resource data and technical material. 10. Ensure that procedural handbooks and manuals are kept current and up-to-date. The period of performance for the Base Year of the contract is 12 months from execution of the contract and there are four (4) one-year option periods to renew. Work schedule is Monday through Friday, except federal holidays, from 8:00 AM to 5:00 PM, 40 hours per week. Employees to be provided by the contractor will be required to obtain a background investigation prior to reporting to work. The solicitation and any resultant contract awards are contingent upon the funds being made available for these services.
