- NASA/GRC plans to issue a Request for Proposal (RFP) for the following service entitled "Education and Career Training Environment" (EDUCATE). The EDUCATE contract will be accomplished as part of the NASA Assurance Technology Center (ATC) scope of responsibilities. The effort is a comprehensive Education and Career Management (ECM) program and requires continued development and maintenance of Capabilities Matrices, Professional Development Road Maps, and the Training Resources Database and integration of these elements into NASA-wide training activities/resources. Additionally, support development, maintenance, and/or acquisition of course materials including both Instructor-Based Training (IBT) and Web-Based Training (WBT). The Contractor will provide support in the conduct and hosting of Agency-wide conferences and training workshops and maintain a website. The Contractor will also provide administration of ATC-wide communications, office management, and general functions across the entire organization, as well as database inputsupport to various NASA resources such as the Process Based Mission Assurance (PBMA) suite of tools/capabilities and the Incident Reporting Information System (IRIS). This procurement is a HUBZone set-aside. See Note 27. The NAICS Code and Size Standard are 561210 and $6M, respectively. The anticipated release date of RFP NNC06ZCHO19R is on or about January 13, 2006 with an anticipated proposal due date of on or about February 13, 2006. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities page is http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
