Description
NAICS Code: 813920 Under the authority of FAR 13.106-1(b), the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with The American Academy of Microbiology (AAM) to jointly sponsor a three day colloquium of scientific specialist entitled "Clean Water and Food: What is Acceptable Microbial Risk". The AAM has convened colloquia on issues of critical importance in microbiology for 14 years. Each AAM colloquium brings together an invited group of scientific experts for several days of structured, directed deliberations on a specific topic. This colloquium will involve 25-30 scientific specialist in the areas of microbiology, biometrics, risk assessment, epidemiology, and microbial ecology, to survey the landscape of existing microbial risk assessment and, based on sound scientific principles and data, develop a direction for integrated microbial risk assessments. Published reports synthesize conclusions reached during these important meetings, providing analysis of the scientific issues and practical suggestions for future research. The EPA has a strong need for objective, credible analyses, assessments, and recommendations that will be of benefit toward improving the Agency's quantitative microbial risk assessment. Only AAM's unique critical issue colloquium provides the environment for such comprehensive expert analysis of the state of microbial risk assessment research needs. The AAM is the honorific leadership component of the American Society for Microbiology (ASM), the world's largest single life science organization. The AAM is composed of leading scientists in all subspecialties of microbiology elected on the basis of scientific excellence. ASM's broad presence throughout the scientific community and AAM's reputation for excellence, as well as their 14 year history of sponsoring significant colloquia events, give the information distributed in the published colloquia reports immediate credibility and acceptance as unbiased statements of the issues and practical recommendations for the future. The reports generated from this colloquium will be of interest to a diverse audience and will be disseminated widely throughout the scientific community, Federal Agencies, and educators. The prestige of AAM's special interest colloquia and their reputation for eliciting sound and accepted conclusions on their focused subject matter make the AAM's colloquia the sole effective forum for achieving the objectives of this proposed project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This procurement will be accomplished under FAR Part 13, Simplified Acquisition Procedures. Interested parties may identify their interest and capability and respond. Documentation must be received by January 1, 2006 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should submit a written response to Matthew J.
