Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This solicitation is limited to Small Businesses (100% Small Business Set-Aside). The Naval Undersea Warfare Center, Division Newport, has a requirement for 4,800 Silver-Zinc Battery Cells and 4,800 Electrolyte Fill Kits conforming to NAVSEA Drawing WS18727E, and NAVSEA Drawing 5185404L. The solicitation will include options that will allow for the procurement of up to an additional 8,000 Battery Cells and 8,000 Fill Kits per year for the next four years. The options will include steps allowing for the procurement of 2,000 to 4,000 units, 4001 to 6,000 units, or 6001 to 8,000 Battery Cells and/or Electrolyte Fill Kits. There will also be options allowing for the testing of Battery Cell production run samples in the following steps: 57 to 95, 96 to 152, and 153 to 190 units. Award will be made based on Best Value, with Past Performance and Cost as the evaluation factors. First Article units will be required from supplies for whom First Article testing is not waived by the Government. The previous Silver-Zinc Battery Cell contract (N66604-01-C-3205) was awarded for 4,175 cells, with options for additional units, to Yardney Technical Products, In, Pawcatuck, CT. Drawings will be provided separately from the solicitation. Contractors must be Joint Certification Program (JCP) registered to obtain the drawings. Please email your request for drawings to Ray Smith at SmithRD@npt.nuwc.navy.mil citing RFP N66604-06-R-0016, company name, address, cage code and JCP number. The Joint Certification Program (JCP) established the eligibility of a U.S. or Canadian contractor to receive technical data governed by DoD Directive 5230.25. This Directive sets forth policies, procedures and responsibilities for the withholding of unclassified technical data from public disclosure. DoD Directive 5230.24, a companion directive, establishes the distribution marking system for DoD-controlled technical documents. The U.S. / Canada Joint Certification Program is managed by the U.S. / Canada Joint Certification Office (JCO). The JCO, a common jointly staffed office, is located at the Defense Logistics Information Service (DLIS), 74 Washington Avenue North, Battle Creek, MI 49017-3084 (Tel. 800-352-3572) and online at www.dlis.dla.mil/jcp/. The JCO receives and processes certification forms submitted by U.S. and Canadian contractors that wish to obtain access to unclassified technical data disclosing critical technology under the control of, or in the possession of DoD. To become certified, U.S. contractors must submit a completed DD Form 2345 to the JCO. Canadian contractors may submit either a completed DD Form 2345 or DSS-MAS 9739 for certification. However, a DD Form 2345 shall be used when a Canadian contractor intends to request access to DoD-controlled technical data. In addition, a copy of the firm?s State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. Anticipated RFP release is early January 2006. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room.
