Description
The U.S. Army Corps of Engineers, Mobile District, is conducting a market survey to determine if there are adequate Certified Hub-Zone; 8(a) or Service Disabled Veteran Owned Small Businesses or Small Business firms capable of Manufacturing and Deliv ering a Skid Mounted Chiller and Heating Plant System to Brooke Army Medical Center, Fort Sam Houston, Texas. This request is only a market survey, not a request to be placed on a solicitation mailing list. This is for information purposes only and is not a request for proposal (RFP) or announcement of a solicitation. The primary objective for this project is for the Contractor to provide all labor and materials necessary to manufacture / assemble, test, and deliver a preassembled, packaged, skid mounted, chiller plant and a heating plant consisting of individual, manuf actured components to the facility. The equipment shall be in accordance with all installation, State and Federal codes and laws, drawings and specifications as located at website: ftp://ftp.sam.usace.army.mil/pub/Ft%20Sam%20Houston/Furnish%20and%20Deliver %20Skid%20Mounted%20Chiller%20and%20Heating%20Plant/ . THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE FOR THIS PROJECT IS 333415. All capable and interested SBA Hub-Zone certified; SBA 8A certified; Service Disabled Veteran Owned Small Businesses, or Small Business contractors should notify this office in writing by email or fax not later than 2:30 PM Mobile local time on 03 January 2006. NOTE: If no timely response is received, this procurement action will be issued on an unrestricted full and open competition basis. Responses should include: (1) Identification of the company as either a SBA Hub-Zone Certified or SBA 8A certified or Service Disabled Veteran Owned Small Business or Small Business Contractor. (2) A brief documentation of the companys capability to perform the work required, and past performance of similar work, specifically in reference to the manufacture of Chillers and Heating Plant Systems. (3) A list of completed projects with similar requirements shall be submitted, along with the project location, and the names and telephone numbers of customer points of contact. (4) Submit a copy of your latest financial statement. The Capital section of the balance sheets should be broken down to show initial capital invested in the company (common stock, cash, etc.), a retained earning section, and any other paid capital (this s ection of the balance sheet should be broken down and not presented as one figure). The statement must include a Balance Sheet and Income Statement. Include the names of banks or other financial institutions with which business is conducted. If the fin ancial statement is more than 60 days old, attach a certificate stating that the financial condition is substantially the same, or if not the same, describing the changes which have taken place since the financial statement. This information will be treat ed confidentially but may be checked for verification. The Government will analyze the financial statement to determine your financial capacity as it specifically relates to the support and accomplishment of this contract. Evidence that the financial sta tement was prepared or certified by an independent public accountant must be provided. (5) Provide evidence of adequate financing arrangements, such as commitments from lending institutions, loan guarantees, and funds on hand, etc., that demonstrates your ability to sustain financial obligations during contract performance. No Advance Paym ents Will Be Made for This Procurement. NOTE: When the solicitation is issued, contractors shall be required to furnish the following technical information with their price proposal for this requirement: 1. A list all equipment, accessory equipment and operating manuals with model number, part numbers, brand name and manufacturers. Identify any variations from requirements. 2. Techni cal data and specifications on all equipment--make, model number, and manufacturer. Information must be complete to verify conformance with scope of work. 3. Availability of replacement parts; such as a local authorized supply dealer. 4. A list of suggested spare parts. 5. Delivery schedule. List events that occur from receipt of contract to delivery of ready to use equipment. 6. Warranty period on equipment and services/repair. Describe the services to be provided under the warranty for this contract. Responses are required fifteen (15) days after publication of this notice.
