Description
The DHS Office of Infrastructure Protection (OIP) Risk Management Division (RMD) is seeking interested sources capable of providing program integration and project management support services for the development of a cross-sector methodology. This Sources Sought announcement is issued to assist the agency in market research by determining industry interest and capability under GSA MOBIS Schedule 874, SIN 874-1. Potential sources shall demonstrate experience in developing public/private partnerships that result in consensus development and acceptance. The potential sources shall demonstrate capabilities of developing security vulnerability assessments in order to integrate key features of a cross-sector methodology that covers security vulnerability assessment, including threat and consequences analysis into existing sector-specific methods, metrics, and documentation and to assist sector organizations in developing new sector-specific security vulnerability assessment methods, metrics, and documentation as appropriate. The development of sector-specific guidance is designed to facilitate implementation by asset owners by including screening criteria that are broadly acceptable to sector stakeholders and that will be readily executed and based on a cross-sector methodology. Potential sources must demonstrate capability in the following areas: Screening Tool Development and Validation: Existing screening and Security Vulnerability Assessments (SVAs) methodologies currently being used in the specific sectors, with a preference for reducing the financial impact to the sector associated with performing asset evaluations. Potential sources should demonstrate the capability to modify existing methodologies for cross sector comparisons. Sources should also demonstrate the capability of encouraging public/private partnerships and voluntary acceptance within the stakeholder community. Sector Screening Questions: Potential sources should demonstrate the ability to develop sector-specific security vulnerability assessments based on specific metrics, the use of which is consistent from sector to sector, and will employ specific, defined consequence generators (consistent set of threat scenarios). Implementation of Screening Tools: Potential sources should demonstrate successful roll-out of screening tools including: Population Identification (the sector?s target audience) Implementation Tools Marketing, Sales, and PR Planning/Implementation Dissemination of SVA Guidance: Potential sources should demonstrate the ability to disseminate sector-specific guidance that will facilitate implementation by asset owners by including screening criteria that are broadly acceptable to sector stakeholders. This is not a request for proposal. This synopsis is for information and planning purposes only. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Contractors, who believe they are qualified, are requested to submit a description of their capabilities and experience. Responses should be limited to 10 pages and include a listing of relevant contracts including period of performance, dollar amount, and issuing organization.
