- Request For Proposal (RFP) for National Stock Number (NSN) 6650-00-418-2128, NPG05300000834, Carriage, Binocular an Unrestricted Technical Data Package for this NSN is available at the following website: https://ric1s-c025.dscr.dla.mil/tmdp . This is a Definite Quantity Contract with a base and a 100% quantity option. No technical data package is available at DSCR for this NSN. This requirement will be issued as a Small Business Set-Aside full and open competition after exclusion of sources. No Electronic Bulletin Board (EBB) or Internet Quoting Services (IQS) proposals will be accepted for this solicitation. Automated Best Value System (ABVS) applies. Delivery is more important than price. The base quantity is 257 each. Award decision will be made based upon a combination of delivery, past performance, and other evaluation factors as described in the solicitation. FOB at Destination; Inspection and Acceptance at Destination. The estimated issue date of this solicitation is November 18, 2005.
