Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This requirement is for the procurement of an electronic vibration system for generating vibration or mechanical shock with sinusoidal, random, or transient input signal excitation. The requirement is for a complete operating system including but not to be limited to, an electrodynamics vibration exciter (shaker) system rated at a minimum of 6,600 force pounds Sine, 5,500 force lbs (rms) Random and 16,500 force pounds Shock, air cooled armature; power amplifier, and interconnecting cables and hoses up to fifty feet in length. The Vibration Test System will be manufactured to meet the specifications for Vibration Testing System to be included in the solicitation. The Government?s intent is to procure a general-purpose high performance shaker. The government intends to award a Firm-Fixed price contract. Delivery will be required 90 Days After Contract Award (DACO), FOB: Destination at Naval Surface Warfare Center (NSWC), Crane with final inspection and acceptance at Destination at Naval Surface Warfare Center (NSWC), Crane. The successful Contractor will be required to install any rack mounted components and items that were removed for shipping or installation and perform initial start-up of the vibrations system within two weeks of the major component installation (as performed by the government). The Contractor will be required to provide training to two operators and two system Engineers with the training to occur at NSWC near the system installation site. The applicable NAICS Classification Code is 334519 and the size standard is 500 employees. In order to be eligible for award, firms must be registered in the Central Contractor Registry (CCR). Contractors interested in responding with a valid quote may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. This is a full and open competition acquisition and all responsible sources may submit an offer that will be considered. The final contract award decision may be based upon a combination of price and past performance evaluation factors as described in the solicitation. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering past performance and price related factors. This will be a Commercial Acquisition in accordance with FAR Part 12. The solicitation will be available on or about 01 JAN 2006 at the following address: http://www.crane.navy.mil/supply/synopcom.htm. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. Submitting a bid from the NECO web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format.
