Description
FISC Norfolk, Philadelphia Division intends to acquire through unrestricted full and open competition, News Wire Service on behalf of Naval Criminal Investigative Service (NCIS), Washington, DC. The requirement is for real-time multi-media news services to be delivered via the internet eXtensible Markup Language (XML) and NewsML formats. The following services are required: World Service to include comprehensive, real-time text news service, carrying stories with regularly updated 24-hour coverage of global happenings from political, diplomatic and social issues to disasters, human interest stories, science, sports and business. North America Service to include comprehensive, real-time text news service of top national stories of the day, chronologies and background on news events or subjects, delivery bulletins, updates and wrap-ups of breaking news, political coverage and other supplemental information as will be detailed in the RFP. Picture Service to include up-to-the-minute quality news photographs from around the globe, to be delivered 24/7. It is anticipated that the requirement will include the support of a Systems Support Engineer or similar type individual via the telephone in order to help NCIS integrate news services over the internet. This requirement will be further specified in the RFP. Provide support documentation on delivery mechanisms. Provide 7 x 24-hour customer support for technical and/or delivery problems. Provide information concerning planned outages and/or upgrades to services. The period of performance is anticipated to be one 12-month base period beginning 01 April 2006 through 31 March 2007. Three 12-month option periods are also anticipated. Evaluation will be conducted on a best-value basis with technical proposals to be submitted by offerors for evaluation by the Navy. Evaluation criteria will be detailed in the RFP. It is anticipated that this requirement will be processed as a commercial item acquisition. The RFP will be posted on the Navy?s electronic comme rce website at www.neco.navy.mil. All interested offerors are invited to submit proposals in response to the RFP for consideration of the Navy. The applicable NAICS Code is 519110 with a size standard of $6M.
