Description
NAVAIR Orlando TSD contracts with educational institutions, nonprofit organizations, and private industry for technical efforts in the area of modeling and simulation (M&S) pertinent to the Defense Modeling and Simulation Office (DMSO). DMSO's mission includes M&S coordination, M&S standards, and M&S services including: (1) Staffing and distributing DoD M&S plans, programs, policies, procedures, and DoD publications; (2) Promoting joint and cooperative research, development, acquisition, and operation of M&S systems, technologies, and capabilities among the DoD Components; (3) Managing and coordinating standardization efforts; (4) Establishing interoperability standards and protocols; (5) Performing studies and technical efforts to develop standards; (6) Acquiring, digesting, analyzing, evaluating, synthesizing, storing, publishing and disseminating science and technology (S&T) information and engineering data; and (7) Providing advisory and other user services to their authorized user community. During FY 2005, DMSO established an overarching program plan to address this mission. This plan encompasses M&S coordination, joint and cooperative RDA and operation of M&S, standards, and common M&S services within DMSO's strategic context. This strategic context includes an interoperability strategic objective focusing on interoperable environments for simulated operations, range operations and real operations based on the understanding that these environments are becoming so intertwined that interoperability among them is essential. The enabling capabilities for the required interoperability are focused in the areas of interfaces and representations. The strategic context also includes an M&S management strategic objective focusing on plans, policies, procedures, publications, and needs & requirements to fully implement DoD Directive 5000.59, DoD M&S Master Plan. The standardization program of the DMSO supports all aspects of modeling and simulation (M&S) within the Department of Defense (DoD). Standards represent the output of M&S technical initiatives by providing the documentation by which they may be applied or implemented. Recognizing the importance of standards to the overall M&S program, DMSO was designated as the Lead Standardization Activity (LSA) for the Modeling and Simulation Methods and Standards (MSSM) Area of the Defense Standardization Program (DSP). Focus areas under this BAA include Simulation Interoperability, Component Interoperability, Scenario Representations, Operations Management Representations, Entity Representations, M&S Capabilities Based Assessment, M&S Support of JCIDS, M&S Resource Registries, M&S VV&A, and M&S Education.
