- Whole House Improvements, Beira Mar, Phase I at Lajes Field, Azores, Portugal. The scope of this project consists of modernizing and renovating up to 146 existing units (may vary depending on sufficient availability of funding) configured in blocks of 4, 6, 8, and 12 units with a mix of 2, 3, and 4 bedrooms. The units will be renovated with new kitchen, living room, bedroom and bathroom configurations in addition to private interior and exterior storage space. Some windows will be installed to meet egress requirements and doors will be replaced or refinished as necessary. Kitchen cabinet, plumbing fixtures, interior finishes/paint will be replaced. Mechanical, electrical, and communication systems will be upgraded. The use of local building materials and trade labor are encouraged to the maximum extend possible. Contractor will be given up to 30 units at the start of construction. For all units after the initial 30 units the contractor will develop a schedule such that residents move from a non-renovated unit to a refinished unit. A three-week interval is needed by the government for these moves. The performance period can be up to 600 calendar days. All proposals will be presented in euros. The magnitude of this project is between $10,000,000 and $25,000,000. Best Value approach procedures will be utilized for this procurement. North American Industry Classification System assigned to this acquisition is 236118. This requirement is restricted to only mainland Portugal and its territories. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Federal Business Opportunities (FBO) at http://www.fbo.gov by late Jan 06. A pre-proposal conference/site visit will be scheduled at Lajes Field and advertised via solicitation. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation, plans, specifications, and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. All interested offerors must have signed up with the Central Contractor Registration through www.ccr.gov . (Attachments CCR sheet.doc, Nato Cage.doc and Duns.doc included) All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
