- The VA Eastern Colorado Healthcare System (ECHS) Medical Center, located at 1055 Clermont Street, Denver, Colorado is soliciting offers on a competitive basis from experienced qualified contractors to provide all necessary labor, materials, tools, equipment and services to completely replace the existing Medical and Laboratory Air and Vacuum Systems as contemplated by Project No. 554-04-001. Project work includes preparation of the project site, demolition and removal of existing structures and storage tank, general construction, alterations, mechanical and electrical work, site work and finishes. The work is located in the sub-basement area of the Medical Center. The work area is considered to be a silica contaminated and appropriate regulations and codes shall apply during all phases of the project work as will be outlined in the solicitation. The estimated construction range is between $250,000 and $500,000. The VA is issuing this Request for Proposal in accordance with FAR Part 15, where technical capabilities and past performance are of greater and/or equal importance than cost and/or price. Selection criteria include in descending order importance: (1) specialized construction experience with mechanical systems with emphasis on medical air and vacuum system replacement, concrete work with planned approach and safety in a silica contaminated environment; (2) past performance specifically on same and/or similar projects and working with Government and/or VA facilities; (3) construction management experience of both the corporate and project specific personnel assigned to the work site including technical and management approach; (4) cost and price realism relative to the scope and technical nature of the effort involved; (5) safety and infection control; and (6) scheduling, CPM and phasing. In accordance with P.L. 100-656, Small Business Competitiveness Demonstration Program Act of 1988, this acquisition is open to both large and small Business concerns. NAICS Code 238990 is applicable to this acquisition, with a Business Size Standard of $12.0 million, the size standard for a firm to be considered an emerging small business is no greater than 50 percent of the Business Size Standard of the applicable NAICS Code. Solicitation documents will be available electronically on or about Wednesday, December 28, 2005 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is scheduled for Wednesday, January 18, 2006, 9:00 a.m. (Mountain Time) at the VA ECHS Medical Center, 1055 Clermont Street, Building C, Room 207, Denver, Colorado 80220. Prospective offerors are encouraged to attend this site visit to familiarize themselves with the project and project site and to provide any questions in regards to this solicitation and project, in writing, prior to the scheduled site visit. Solicitation 259-084-06 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
