Description
The USDA, Animal Plant Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Miami, FL, intends to procure sign language interpreter services. Submit faxed quotations to Purchasing Section, at (612) 370 2136, Attention Joanne Mann. QUOTATIONS ARE DUE DECEMBER 20, 2005 BY 10:00 a.m. local time. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. A firm fixed price purchase order will be awarded. Small business set aside under NAICS Code: 541930 Small Business Size: $ 5 million. THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation document incorporates provisions and clauses which are in effect through the most current Federal Acquisition Circular. ALL RESPONSIBLE SMALL BUSINESS SOURCES MAY SUBMIT A QUOTATION FOR CONSIDERATION. ******SPECIAL NOTE: Offers shall include 52.212-3 Representations and Certifications, which may be submitted from the website: http://orca.bpn.gov. All offers must be signed. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined are significantly more important than cost or price; trade-off process. References are requested. SPECIFICATIONS: Provide one (1) Sign Language Interpreter for a hearing impaired USDA employee, for service specifically related to the position as Office Automation Clerk, for the period of one (1) year beginning January 1, 2006 through December 31, 2006, with up to one additional option year. Service will be provided for four (4) days a week, Monday ? Thursday: Monday hours 12:30 - 16:30 p.m., Tuesday hours 12:30 - 16:30 p.m., Wednesday hours 08:00 - 12:00 am., and Thursday hours 12:30 - 16:30 p.m. No lunch break within the stated hours. Service location is the USDA employee?s duty station: USDA, APHIS, PPQ, 1444 Biscayne Boulevard, Suite 250, Miami, Florida 33122. The interpreter shall be available the entire time on-site during the hours stated to provide sign language service for the USDA employee. There will be no Government furnished equipment for this requirement. The employee may perform voluntary auxiliary tasks, meetings and special tasks which could require the use of an interpreter during the hours of service, Monday - Thursday. The USDA will not provide transportation to the interpreter when participating in off-site meetings, and special events with the employee. Services for interpreter services outside the employee?s duty station are not authorized. Federal Holidays (i.e. Thanksgiving weekend, Christmas, Day, etc.), Saturdays and Sundays, during employee annual /sick leave, are not included. The interpreter shall be notified by the USDA employee, 24 hours in advance, of the scheduled absences of the USDA employee. CLIN 01 Quotation shall be at an hourly rate Base Year $ ________________/hour. CLIN 02 Mileage ? cost per mile $ ________________ One option year $ ________________/hour. The sign language interpreter must be American Sign Language certified. Proof of sign language certification is required.
