The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Narcotics Affairs Section (NAS), Bogot?, Colombia. Proposed position would serve as the Fixed Wing Standardization Advisor for the INL/A Senior Aviation Advisor and Narcotics Affairs Section in Bogot?, Colombia; providing INL/A contractor oversight for all in-country INL Fix-Wing activities to include cargo and eradication airframes. Selected advisor would also provide academic and flight instruction in single and multi-engine airplanes and oversee contractor and host nation Fixed Wing Academic and Flight Training IAW the Department of State?s Fixed Wing Standardization Program. The contractor employee is required to oversee, coordinate, and implement the Aircrew-Training Program for U.S. Government, contractor, and host nation Fixed Wing pilots. Position reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying fixed wing assets within or to OCONUS locations. The Fixed Wing Standardization Advisor duties and responsibilities: A. Performs contract oversight of INL/A Contractor Fixed Wing Flight Training and Standardization. Ensures that contractor pilots, flight instructors, and standardization instructor pilots conform to the standards of the Office of Aviation Fixed Wing Standardization Program. Prepare periodic contractor performance reports for the contracting officer?s representative; B. Oversee the development and implementation of a comprehensive Fixed Wing Flight Standardization Program for the NAS Aviation Unit; C. Provide academic and flight instruction and evaluation to personnel assigned to perform fixed wing pilot duties at INL operational locations. Training includes the full range of theory, formal classroom instruction, and actual flight practice; D. Apply the ?Fundamentals of Instruction? as listed in the FAA Flight Instructor?s Handbook during flight training. Demonstrate the standard method of accomplishing flight tasks in accordance with the appropriate Fixed Wing Aircrew Training Manual (ATM); E. Provide instruction to and or evaluate personnel assigned to fly INL Department of State Airframes which includes: DoS Flight Instructors/Standardization Instructor Pilots, Contractor Standardization Instructor Pilots, and Host Nation Standardization Instructor Pilots on the DoS INL Aviation Division Flight Standardization Program. Training includes instruction in DoS Flight Operating Rules, use of the guide to Aviation Training and Standardization, use of the Aircrew Training Manual (ATM, and Standardization Program Management; F. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Fixed Wing Standardization Program. Through the contractor Fixed Wing Standardization instructor pilot, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and to avoid duplication of training effort; G. Collect, review, and disseminate data on Fixed Wing Tactics, Techniques, and Procedures (TTP) and employment in support of the counter-narcotics mission of the Aviation Division. Maintain constant liaison with U.S. Department of Defense (DoD), Department of State (DoS), Narcotics Affairs Section (NAS), other U.S. Government Agencies, and the U.S. Federal Aviation Administration (FAA) to keep abreast of current policies, procedures, and rules that pertain to the Aviation Division Fixed Wing Standardization Program; and H. Perform flight duties as single or multi-engine land Airplane pilot-in-command, flight instructor, instrument evaluator/examiner, and standardization instructor pilot. Flight duties include day, night unaided, and with night vision goggles (NVG) in both visual meteorological conditions (VMC) and instrument meteorological conditions (IMC). Actual tasks may include agricultural aerial applicator type flying (below 50 feet), contour flying (50 to 100 feet above ground level {AGL}), and low-level flying (between 100 and 500 feet above ground level {AGL}), and emergency procedures training tasks. Required Qualifications A. U.S. citizen, subject to State Department Secret level security clearance; B. Bachelor?s Degree from an accredited institution or Associate Degree with five years related experience, or 10 years related experience in the military, law enforcement or commercial aviation. Incumbent should have adequate experience in cargo transport turboprop airframes. Experience in agricultural spray aircraft is not required but is desirable; C. FAA CFI/CFII or military equivalent with knowledge of the Aviation Aircrew Training and Standardization Programs, to include Operating Directives, Training and Standardization Publications, Aircrew Training Manuals, and related documents; D. Knowledge of tactical employment of Fixed Wing aircraft in counter-narcotics operation, including capabilities, limitations and techniques of employment of Aviation Division Aircraft. Must have extensive experience as a flight instructor and/or standardization instructor pilot in the training and standardization of fixed wing pilots within a formal aircrew-training program; E. Knowledge of U.S. Federal Aviation Administration (FAA) regulations, including, but not limited to, U.S. Federal Aviation Regulations (FAR) parts 1, 61, 67, 91, 135, 137, 141, 143, and 830; F. Be physically qualified to live in Colombia and to engage in frequent in-country travel to remote locations; and G. Have knowledge and skill in the operation of desktop computer word processing systems. REQUIRED SKILLS/ABILITIES A. Knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight-training activities, as well as Flight Operations Procedures; B. Skill in the operation of fixed wing aircraft as a flight instructor. Certification as a U.S. FAA Flight Instructor, single engine land and multi-engine land is highly desirable; however, experience as an equivalent Military Fixed Wing instructor pilot is acceptable. Incumbent should possess experience a Military or Civil Fixed Wing instrument flight instructor/evaluator. Certification as a U.S. FAA Commercial Pilot with single engine land and multi-engine land instrument rating required as a minimum; C. Experience in dealing with a myriad of individuals who come from diverse cultural, ethnic, and technical backgrounds. This includes line mechanics, pilots, and supervisors, intermediate and senior level managers, and senior officials of both the U.S. and Colombian governments; D. Ability to perform assigned duties with a minimum of supervision and take initiative as a self-starter; and E. Ability to deal with U.S. counterparts in a program that is of extreme importance to the governments of both nations; F. Spanish language proficiency at the Foreign Service Institute Level R/2, S/2 or the Defense Language Proficiency Test (DLPT) level 2/2. SUPERVISION RECEIVED/CONTRACT ADMINISTRATION A. The contractor shall work under the supervision of NAS Aviation Unit Senior Aviation Advisor; B. The contractor shall provide upon request comprehensive award fee and other reports pertaining to the fulfillment of contract requirements by the contractor supporting the NAS Aviation Unit. GUIDELINES A. Guidance is provided from Federal Government and DoS Contracting and Procurement Regulations. Since these guidelines do not consider the operational setting of Colombia, with its ongoing conflict, constant physical danger, and frequently remote sites where the NAU must conduct operations, the incumbent is required to demonstrate great originality, resourcefulness and ingenuity. The incumbent will often need to initiate or substantially modify methods and procedures, which could result in significant program changes. COMPLEXITY The contractor employee performs Fixed Wing Flight Standardization oversight of U.S. Government, contractor and host nation airplane pilots operating in CONUS and OCONUS at multiple forward operating locations. The contractor employee develops multi-national/multi-cultural Fixed Wing Pilot training programs, plans, policies, and procedures for the INL Office of Aviation, coordinates recommendations from Standardization Committees, consults with the Director of Operations regarding ongoing projects, provides guidance to contractor, and host nation instructor pilots and standardization instructor pilots, and oversees implementation of the program. The contractor employee performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies that will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. SCOPE AND EFFECT Carrying out of assignments may involve extensive analysis and investigation in order to detect and resolve problems that could impact adversely the effectiveness of future international narcotics control programs. EVALUATION CRITERIA A. Skill in the operation of fixed wing aircraft as a flight instructor. Certification as a U.S. FAA Flight Instructor, single engine land and multi-engine land is highly desirable; however, experience as an equivalent Military Fixed Wing instructor pilot is acceptable. Incumbent should possess experience a Military or Civil Fixed Wing instrument flight instructor/evaluator. B. COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. C.
