Description
The Cancer Therapy Evaluation Program (CTEP) of the National Cancer Institute (NCI), Division of Cancer Treatment and Diagnosis (DCTD) is soliciting contractors to perform storage and distribution of clinical agents. The contractor shall receive, store, and distribute commercial and investigational drug products (e.g., chemical drugs), biologic products (e.g., cytokines, monoclonal antibodies, gene therapy, vaccines), and other therapeutic anticancer agents. The Contractor shall receive and inspect agents from manufacturers and suppliers throughout the world. Agents shall be relabeled or supplemental labels applied as necessary to meet U.S. Food and Drug Administration (FDA) and NCI guidelines for completeness and clarity of labeling. The contractor shall store agents in a secure, monitored, fire-protected warehouse under specified controlled temperature conditions (room temperature, refrigerated, and frozen at both -20oC and -70oC). An average of 600,000 units (vials, ampules, bottles of tablets, etc.) are maintained in storage at any one time. This contract requires handling, storage, shipping, and disposal of hazardous and biological materials. It is anticipated that one award will be made as a result of the solicitation with a base period of three years plus four one-year performance award terms. The contract has a potential for seven years, if all performance award terms are earned. The contract type will be an incrementally funded, completion-type cost reimbursement contract. The following mandatory qualification criteria will apply: (1) The contractor must possess an Environmental Protection Agency (EPA) Generator of Hazardous Waste permit and any state and local permits (if necessary), for generation and transportation of waste agents for disposal, storing toxic/hazardous substances; (2) Pharmacists performing work under the contract shall be licensed in the state (or District of Columbia) where the work shall be performed; and (3) The contractor must have at least one individual with an IATA (International Air Transportation Association) Dangerous Goods Certification of Training on site during all hours of operation. The NAICS code for this acquisition is 493190. The solicitation is scheduled for electronic release o/a April 15, 2005.
