- This is a pre-solicitation notice for synopsis of Marketing & Promotion System Upgrade. This acquisition is for a Firm Fixed-Price contract to upgrade the video editing, graphics production and on-air graphics capabilities of the American Forces Network Broadcast Center (AFN-BC) marketing and promotion department, which is part of the Defense Media Center (DMC) located at Riverside, CA. The contractor shall design, engineer, furnish, install, test, and commission all hardware, software, ancillary equipment, training, and documentation for 10 desktop digital non-linear editors, 12 single channel SDI graphics edge servers complete with effects preview and remote control stations, and a Network-Attached Storage (SAN) RAID of at least 14.4 Tb of useable space. The desktop digital non-linear editors shall use Final Cut Pro, a minimum of a dual 2.7 GHz CPU, 4 GB of RAM, 400 GB of hard drive storage, 30? plasma displays, and include both SDI and Fibre Channel input/ output cards. The graphics edge servers shall use SDI inputs and outputs and allow for the automatic mixing of input audio for voice over credits. The graphics edge servers must be capable of playing lower thirds video, animated graphical logos, text crawls, cell animations, wipes, and squeeze back video manually and being controlled by a Harris Automation system already in place. The solicitation and all attachments will be electronically issued and may be accessed for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fbo.gov. Once the solicitation is posted, it is the responsibility of all interested parties to review this site frequently for any updates/amendments that may occur during the solicitation process. The solicitation will be issued electronically on or about 9 Jan 2006 with a closing date on or about 9 Feb 2006. The Government will not provide paper copies of the solicitation package nor planholder list. Fax, telephone, written or email requests for the solicitation package and planholder will not be honored. All questions concerning this RFP must be submitted in writing 10-calendar days prior to the RFP closing date. NOTE: The solicitation issuance date is an estimate, not an actual, and the actual can be before or after the stated date. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/solicitation either before or after the RFP closing date, with no obligation to the offeror by the Government. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award.
