Description
This notice is issued by the NASA/MSFC to post draft functional specifications via the internet (attached), and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions of a technical nature to: Ron Beshears, or a contractual basis to Janice Burrough no later than 1/6/06. When responding include reference NNM06ZPS002L. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Failure to respond to this RFI does not mean that a firm cannot respond to a solicitation at a later date. (1) Interested offerors/vendors having the required specialized capabilities to meet the requirements should submit a capability statement of three pages or less indicating their ability to perform all aspects of the effort described herein. (2) In addition, interested offerors should submit their capability to meet the specific Section 508 Accessibility Board Standards for Subpart B Technical Standards: (1) 1194.21, Software Applications and Operating Systems, by addressing paragraphs (a) thru (l) for the user interface computer software; (2) 1194.25, Self contained, closed products, by addressing paragraphs (a) thru (j)(4)for the control computer that talks only to the motion control and data acquisition systems; and (3) 1194.26, Desktop and Portable Computers, addressing paragraphs (a) thru (d) for the user interface computer, as addressed in http://www.section508.gov/index.cfm?FuseAction=Content&ID=12; Interested offerors should address each paragraph requirement for all three of the above specified technical standards, as presented in the attached 508 link, and include their own applicable suppporting features which meet the requirement or if applicable, any equivalent facilitation.(Equivalent facilitation includes designs or technologies which serve as alternatives to those prescribed, provided they result in substantially equivalent or greater access to and use of a product for people with disabilities.) This information will be used for determination of what the market can bear in determining what the requirement must be in any future solicitation. (3) In addition, interested offerors should provide the amount of time estimated to complete the effort, and a Rough Order of Magnitude (ROM) of the total cost of this effort. Where applicable, this statement should provide examples of similar equipment provided. (4) Responses should also include the following: name and address of firm, size of business, whether they are large, small, disadvantaged, 8(a), HUBZone, and/or woman-owned; and number of years in business. For NAICS CODE 333992, the size standard for a small business is 500 employees or less. The item is considered a commercial or commercial-type product. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
