- Utilizing FAR Part 12, the General Services Administration's Public Buildings Service (GSA/PBS) intends to issue a contract to Congressional Quarterly, Inc., Washington, DC for a one year subscription to CQ.com-CQ's on-line legislative tracking and congressional new web service. This notice of intent is not a request for competitive proposals and a determination by the government to compete this action based upon responses to this notice is solely within the discretion of the government. All information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
