- This announcement constitutes a Sources Sought Synopsis. This is NOT a Request for Proposal. The following information is provided to assist the Naval Air Systems Command (NAVAIR) in conducting a market research of the industry to identify potential and eligible sources who have the skills, experience, qualifications, and knowledge to successfully support the Naval Air Warfare Center Aircraft Division Code 4.5.8.1., Air Traffic Control and Landing Systems for technical products and services. The ATC Systems Division requires technical and engineering support to include system certification; technical assistance; systems analysis and engineering; test and evaluation; software development, installation and maintenance; hardware development, installation, and maintenance; test data acquisition, reduction, and analysis; technical logistics support; configuration management; training support; equipment manufacturing, refurbishment, and overhaul and repair; quality control; and program and project management. The work under this effort is currently being performed by BAE Systems Applied Technologies, Inc., under Contract N00421-01-C-0192. It is anticipated that this effort will be a Cost Plus Fixed Fee Performance Based Service Requirement, categorized under NAICS Code 541330 with a small business size standard of $23 Million. The performance period shall be from 23 June 2006 thru 22 June 2007 with four one-year options. The estimated level of effort is 65 full-time personnel per year with labor categories consisting of program director, project manager, senior project engineer, project engineer, senior engineering technician, engineering technician, senior electronics technician, senior electronics computer technician, systems analyst, senior computer systems analyst, computer systems analyst, logistics manager, senior logistics analyst, and senior CAD system operator. Experience for these personnel shall include varying year of experience with Navy/Marine Corps Air Traffic Control and Landing Systems. In addition, all potential offerors must either have or be able to obtain a SECRET facility clearance. It is anticipated that the award of any subsequent Request for Proposal will be based upon a best value analysis, cost and non-cost factors considered. A determination as to the type of acquisition strategy will be based upon the responses to this synopsis and other historical factors. Companies interested in responding to this request for information should submit the following information by 22 December 2005 to joann.gough@navy.mil. The information should include at a minimum Company name, Size of company, and if small any other applicable company category, address, both physical and electronic, a point of contact with phone number and electronic address, types and qualification of personnel your company would use in support of the effort, corporate capabilities of performance similar in nature to this instant effort, and any other technical information describing the companies capability to perform. It is requested that no more than 15 pages be submitted in response to this request. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
