Description
The Bureau of Reclamation is issuing this announcement to identify potential certified HUBZone small business concerns who would be interested in performing the following construction work at approximately 20 miles southeast of Redding, California on Battle Creek in Shasta County and Tehama County. Principal features of the work include: A) Site Construction: (1) Remove portions of existing concrete structures including river ladder, hatchery ladder, weir, and wasteway; (2) Removal of Water; (3) Diversion and care of Battle Creek including excavation for diversion channel and constructing cofferdams; (4) Excavation for structures; (5) Compacting backfill about structures; (6) Furnishing and placing riprap in diversion channel; (7) Furnishing and installing chain link fencing; (8) Placing topsoil, seeding, and providing soil supplements. B) Concrete: (1) Furnishing and placing cast-in-place concrete for new structures and modifying existing structures; (1a) Fish ladder baffles may be constructed using cast-in-place concrete or precast concrete. C) Metalwork: (1) Furnishing and installing structural steel for vehicular crossings; (2) Furnishing and installing deck gratings for vehicular crossings; (3) Furnishing and installing fabricated metalwork; (4) Furnishing and installing deck gratings for pedestrian crossings; (5) Furnishing and installing trashracks; (6) Furnishing and installing stoplog and miscellaneous seats and guides. D) Coatings: (1) Furnishing and applying coatings. E) Equipment: (1) Furnishing and installing bulkhead gates; (2) Designing, furnishing and installing dual leaf gate; (3) Designing, furnishing and installing overshot gate; (4) Furnishing and installing slide gate; (5) Furnishing and installing bar racks; (6) Furnishing and installing diffuser screens; (7) Furnishing and installing energy dissipators; (8) Furnishing and installing fish ladder viewing window and metalwork; (9) Furnishing and installing fish crowder metalwork; (10) Furnishing and installing hatchery pond guide walls. F) Special Construction: (1) Furnishing and installing differential water-level measuring device. G) Mechanical: (1) Furnishing and installing drainage sump pumping units. H) Electrical: (1) Furnishing and installing complete electrical system consisting of: a) conductors and cable; b) electrical conduit and accessories; c) wiring devices; d) transformer load center; e) low voltage components and accessories. The contract duration is contemplated for 32 months. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard in dollars is $27.5. The estimated Construction Cost Range of this project is between $5,000,000 and $10,000,000. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone), and a point of contact. (b) A copy of the certificate issued by the SBA of your qualifications as a HUBZone small business concern. (c) A positive statement of your intention to submit an offer for this solicitation as a prime contractor and (d) Evidence of your experience performing work similar in type and scope to include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. In addition, include attachments cataloging the company's equipment assets, personnel resource and financial resources that demonstrate company responsibility and capability to perform the required work. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. This procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, all interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. Therefore, replies are requested from all interested parties, regardless of business size or category. All interested parties are encouraged to respond to this notice electronically via email at bmahoney@mp.usbr.gov or on company letter head not later than December 12, 2005 to Bettye Lou Mahoney, U.S. Dept of Interior, Bureau of Reclamation, Mid-Pacific Region, Acquisition Services, 2800 Cottage Way, Room E-1815, Sacramento, California 95825-1898. Central Contractors Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award.
