Description
The Directorate of Contracting, Fort Bliss, intends to negotiate a firm-fixed price contract on a sole source basis with The Paint Net, under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability by responding to this requirement by no later than 7 December 2005, 3:00 p.m. MST. Your re sponse must demonstrate your experience and capability of providing the requirements. A determination by th e Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government and information received will normally be considered solely for the purpose of determining whether to conduct a competit ive procurement. This procurement will be 100% small business set aside. Small Businesses need to be located in El Paso commuting area. The NAICS code for this procurement is 811121 and the annual size standard is $6,000,000.00. The Government requires a Chemical Agent Resistant Coating (CARC) painting of an undetermined number of Fort Bliss PATRIOT vehicles and equipment. The painting will be conducted for the HMMWV, Generators, Trailers and 5 Ton series equipment. Vendor will provide the materials at a reimbursable rate based on usage. A detailed report showing billing rate, man-hours and materials used, shall be provided to the customer upon completion. Paint facility shall comply with all Occupational Safety and Health Administration (OSHA) sta ndards, US Army safety and employee protection requirements in accordance with (IAW) Army Regulation (AR) 420-47, Code of Federal Regulation (CFR) 1919 and Department of Defense Instruction (DODI) 4145.19-R.1. All equipment shall be clear of oils, grease, and foreign material prior to induction to the paint facility. Customer may use the paint facility steam cleaning equipment as necessary for induction. All equipment shall be painted with CARC, to include the interior except the area where installation is placed, with Woodland (camouflage) pattern or Sand color scheme. Camouflage shall be NATO pattern IAW Technical Bulletin (TB) 43-0209 and Technical Manual (TM) 43-0139. Colors to be used are a Coating, Aliphatic Polyurethane, CARC 2-Component (Topcoat ) MIL-C-46168 Type II. Detail of color schemes shall be provided on request.
