PROPOSED SOLE-SOURCE SPARES MANUFACTURE REQUIREMENT: WHITTAKER CONTROLS, INC. (CAGE: 79318) (DRAWING 736262 IS PROPRIETARY). NSN: 4810-01-370-6726RK, PART NUMBER: L5361653-001. WHITTAKER CONTROLS, INC. IS THE ONLY CURRENT APPROVED SOURCE WHICH CAN SATISFY THE GOVERNMENT?S REQUIREMENT FOR NEW MANUFACTURE. NEW MANUFACTURE SOLICITED, BUT GOVERNMENT WILL CONSIDER NEW/UNUSED GOVERNMENT SURPLUS, GIVEN IT MEETS THE STRINGENT SURPLUS INSPECTION REQUIRMENTS. GOVERNMENT SURPLUS INSPECTION REQUIREMENTS SHALL BE CONTAINED WITHIN THE BODY OF THE SOLICITATION, WHEN ISSUED. QUALIFICATION REQUIREMENTS APPLY. NSN: 4810-01-370-6726RK Part Number: L5361653-001 Noun: VALVE, BUTTERFLY Applicable to: B-1B Description: The Auxiliary Power Unit (APU) isolation shut-off valve, when open, allows air to flow from either the APU or ground service check valve through the back-up regulator to the environment control system (ECS). When pressure at the inlet of the valve approaches 75psig pneumatic pressure acting against a rolling diaphragm applies torque to the butterfly through a crank arm and begins to close the valve, regulating bleed air. A butterfly position switch will be activated, indicating a partially closed valve. Dimensions: 11.3 inch Length x 8.0 inch Width x 5.0 inch Height. Max Weight: 9.5 lbs. Under the authority of FAR 6.302, the proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one, or a limited number of sources. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The solicitation will identify the office where additional information can be obtained concerning qualification requirements as cited in each individual solicitation. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm listed. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources. Based on market research, the Government is not using the policies contained in FAR Part 12 (Acquisition of Commercial Items) in the planned solicitation for the described supplies or services. However, interested parties may identify to the contracting officer, their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. FY06 FUNDS APPLY TO THIS ACQUISITION. AVAILABILITY OF FUNDS CLAUSE SHALL APPLY. NO OBLIGATION MAY BE INCURRED BY THE GOVERNMENT UNTIL FY06 FUNDS AVAILABILITY HAS BEEN CERTIFIED.
