Description
TO ALL INTERESTED OFFERORS SUBJECT: Notice to Offerors ? FA4890-05-R-0148, CAAS III drafts The Government is finalizing its acquisition strategy for the subject solicitation. Attached are drafts of Sections B, C, L and M. The Sample Task Order is data masked and will not be posted until the final RFP. Interested Offerors are encouraged provide input and feedback, if any, no later than 19 December 2005. The final RFP will not be released prior to 26 December 05. The release date for the final RFP will be posted on FedBizOps electronic posting system (www.fbo.gov). Please ensure you are subscribed to receive posting notifications. Multiple Award. The government intends to award a target of seven (7) contracts: (four (4) full and open competitions and three (3) small business concerns set-asides to include one (1) Service Disabled Veteran Owned, one (1) 8(a) and one (1) small business concern for the Air Combat Command?s Advisory and Assistance Services program. The government reserves the right to award more or fewer if the Source Selection Authority determines it is in the government's best interest, considering the government's expected volume of work over the period of the task order contracts, available funding, the need to sustain adequate competition, and the availability of best-value proposals following completion of evaluation of the proposals received. The contract consists of a one-year base ordering period with four one-year options. The program ceiling is estimated at $400M. Cross-Teaming. The government does not intend to place any limitations on teaming and/or cross-teaming arrangements; however, language specifically for task order competitions when the same team member(s) propose on multiple proposals i.e. same team member(s) show up across multiple proposals received is forthcoming. Offerors are reminded that the above information should not be considered a guarantee of the Government?s course of action in proceeding with the program. The information shared reflects current Government intentions and is subject to change based on a variety of circumstances, including internal and external comments. The formal solicitation, when issued, is the only document that should be relied upon in determining the Government?s requirements. The Government will only accept written responses to this notice. Comments may be emailed to Capt Janice Scott at janice.scott@langley.af.mil. Responses must be received prior to COB on 19 December 2006. Upon release of the subject RFP/Solicitation, the government reserves the right to reopen for questions and/or comments. This guidance, if applicable, will be provided in the transmittal information provided with the RFP/Solicitation.
