- The purpose of this modification to a previous notice is to provide all potential offerors with the responses to questions submitted regarding the subject requirement. Question: Can you clarify whether consortiums and teaming partnerships are restricted to small businesses? Understand the prime bidder needs to be a small business, but do all the teaming partners? Response: Consortiums and teaming partnerships that include a large business are permissible. However, the prime MUST be a small business performing at least 51% of the effort. Question: Is the closing date for this noon December 6th 2005? Response: As stated in modification 09 to this announcement, "Responses are requested no later than noon (Local Time) on Tuesday, December 6, 2005."
