Description
The purpose of this request for Information is to identify qualified suppliers for the implementation of a national roof assessment and management program. The United States Postal Service (?USPS?) is seeking companies or firms that can furnish, implement, and assist in executing a national roof asset management program. The Postal Service has an estimated 300 million square feet of roofing. The Postal Service has ascertained that extensive amounts of financial and human resources have been wasted on roofing due to the following reasons: Roofs are consistently failing prior to their expected service lives and replaced prematurely; Roofs that can be repaired or restored at a fraction of the cost are being replaced unnecessarily; and Traditional roof manufacturer warranties typically have been proven reactive in nature, and limit contractor liabilities, which reduce a roofing system?s service life and does not transfer substantive risk. Consequently the USPS is seeking, under the scope of the national roof asset management program, companies that can help eliminate unnecessary spending due to premature and unnecessary roof replacement by purchasing the repair, restoration, regular inspections, preventive maintenance, housekeeping and leak responsibility activities, which will bring USPS roofing systems to a watertight standard at a fraction of the cost to replace. The USPS program will effectively transfer to the contractor 100% technical responsibility and financial risk regardless of the scope of labor and materials associated with roof upgrades such as repairs, restorations, or section replacements as well as maintenance, for the performance of the entire roofing inventory by way of a performance warranty on these preexisting assets regardless of the roofs? material manufacturer and installer. NOTE TO ALL SUPPLIERS SUPPLIERS MUST MEET ALL OF THE REQUIREMENTS BELOW IN ORDER TO BECOME ELIGIBLE TO FURNISH A PROPOSAL SCOPE OF WORK AND SERVICES For purposes of this scope of work and warranty coverage a roofing system shall be defined as the entire weatherproofing assembly and its components including, but not limited to, the membrane, insulation, flashing systems (both metal edge and base flashings) on equipment and adjoining walls, seals at roof edges, counterflashing and termination details, roof-wall intersections and parapet walls, soil stacks and vents, as well as rooftop projections and equipment including, but not limited to, pitch pans, HVAC equipment, skylights, antennas and access hatches. Furthermore, the USPS Roof Asset Management Program will cover both preexisting and new roofing systems: All roof coverings, coatings, and materials such as, but not limited to, single or multi-ply membrane systems with associated applications materials hot or cold laid and roofing felts, shingles, asphalts, tar, etc. Retrofit-roof systems with associated application materials, hot or cold laid, roofing felts, shingles, asphalts, tar and associated hardware. Roofing services, including but not limited to, performance warranty monitoring, roof maintenance, roof inspection, installation and site preparation, roof information management system, design assistance, training and consultation services, asbestos core testing, moisture analysis, wind uplift testing, infrared scanning, etc. 1. CONTRACTOR shall have adequate resources located nationwide so as to be directly responsible for the delivery of a comprehensive USPS roof asset management program, which fully addresses all of the minimum requirements in this SOW. 2. CONTRACTOR shall provide experienced staff that will be responsible for the development and implementation of the nationwide roof asset management program. This staff will report directly to USPS and will be available to assist USPS with any roof related issues. CONTRACTOR shall be able to perform multiple construction projects (nationwide) at the same time. CONTRACTOR shall have sufficient Construction Superintendents/Project Managers who are experienced in managing multiple projects simultaneously. CONTRACTOR shall also have HVAC Construction Managers and HVAC Superintendents who can oversee USPS HVAC/Mechanical repair/replacement projects as they occur on warranted roofing systems. CONTRACTOR shall employ fulltime specification writers, estimators, and contract administrators to perform all necessary services to deliver projects on time and within the requirements of the United States Postal Service. 3. CONTRACTOR shall have an existing comprehensive web based application to manage up to date information pertinent to regular condition assessments, preventive maintenance, and housekeeping as well as the planning of repair, restoration, and replacement activities to support and maintain the USPS Facilities portfolio. This web-based, informational database management software system shall provide both electronic and hardcopy information. The system shall be fully capable of providing required inventory reports, drawings, specifications, construction documents, warranty information, and photographs obtained and/or developed during the evaluation, construction monitoring, inspections, preventive maintenance, housekeeping and any emergency leak response activities. The USPS will have no restrictions on the number of users on the web base system (nationwide). CONTRACTOR shall be responsible for furnishing a comprehensive training program. Training is essential to ensure that the web-based, informational database management software system functions properly. As part of the requirements, the contractor must have developed specialized training personnel and courses that would involve all parties utilizing the system this may include: purchasing staff, field staff, engineers, and clerical administrative staff. All aspects of the system are to be covered in the training. All training is to be "Hands On" at the individual USPS offices (8 - FSO?s or Headquarters), with functional use and individual performance as the objective. 4. CONTRACTOR shall measure, document and report progress towards accomplishing the following objectives: a quantifiable improvement in roof inventory performance; a quantifiable reduction in life cycle costs; an increase in service life and a reduction in premature roof replacements; and a quantifiable reduction in unnecessary replacements through repairs and restoration. 5. CONTRACTOR shall conduct, in a consistent manner, nationwide roof systems diagnostics, which includes assessments and evaluations to determine the internal condition, construction, moisture content and water-tightness of USPS?s roofing systems. CONTRACTOR shall identify for the USPS the exact causes and extent of failures and present recommendations, scopes of work and budgets for repairs, restoration or replacements, which will bring the roofing systems back to a watertight standard of performance. CONTRACTOR shall provide as part of the diagnostics a one-year no-leak performance warranty, which would include regular inspections, preventive maintenance, housekeeping, and leak response for each roofing system 6. CONTRACTOR shall, after conducting assessments and evaluations for the roofs and determining any repair, restoration or replacement requirements for each, recommend and provide a cost proposal for the repair, restoration or replacement work as well as a minimum five, ten, fifteen or twenty year no leak performance warranty which includes regular inspections, preventive maintenance, housekeeping, and leak response for each roofing system 7. CONTRACTOR shall recommend and provide a cost proposal to provide a no leak performance warranty which includes regular inspections, preventive maintenance, housekeeping, and leak response on a roof for a newly constructed building or a new replacement roof regardless of the roofs? material manufacturer and installer for a ten, fifteen or twenty year period for each roofing system. 8. CONTRACTOR shall assume 100% technical responsibility and financial risk regardless of the scope of labor and materials associated with roof upgrades such as repairs, restorations, or section replacements as well as maintenance, for the performance of the entire roofing inventory by way of a performance warranty on these assets regardless of the roofs? material manufacturer and installer 9. CONTRACTOR shall provide the USPS with single source responsibility for all aspects of any roof repair, restoration or replacement projects. As the general contractor, the CONTRACTOR shall assume responsibility for activities such as subcontractor qualification and supplier selection. Any companies or firms, who feel they can meet all of the requirements above and would like to furnish a proposal, when requested, by the Postal Service for the implementation of a roof assessment and management program, must submit a Letter of Interest addressed to the individual below. The Letter of Interest shall be no greater than 30 pages (excluding resumes, sample reports, screen prints, and other supportative materials) and shall summarize and clearly demonstrate your company or firm?s experience polices and procedures with these type contracts based on items 1 through 9 above. Letters of Interest submittal requirements Submit three (3) copies of the Letter of Interest to individual at the address below Based on Items 1 thought 9 above provide responses TABBED 1 through 10 to the information requested below: 1. Provide narrative and Organization chart. Also show offices nationwide. 2. Provide list of employees, subcontractors, their locations, and resume of key personnel. 3. Describe your firm?s existing web-based system and training program. Furnish screen prints and report samples. 4. Describe and provide sample reports. 5. In a narrative, describe your firms? diagnostic procedures and the terms and conditions of your one-year no leak performance warranty, including any contractor and owner responsibilities, exclusions or limitations. Submit sample reports, screen prints, and other documentation to demonstrate these procedures and warranty. 6. In a narrative, describe the terms and conditions of your firm?s extended (five, ten, fifteen or twenty year) no leak performance warranties, including any contractor and owner responsibilities, exclusions or limitations. Submit documentation to demonstrate these procedures and warranty 7. In a narrative, describe the terms and conditions of your firm?s extended (five, ten, fifteen or twenty year) no leak performance warranties, including any contractor and owner responsibilities, exclusions or limitations for roofs on a newly constructed building or a new replacement roof regardless of the roofs? material manufacturer or installer. Submit documentation to demonstrate these procedures and warranty 8. If a roofing system fails within in the framework and period of the performance warranty, provide a narrative which describes your firms level of responsibility and financial risk. 9. Describe firms? sub-contractor qualification criteria and supplier selection policies and procedures. Of your total subcontracting volume, what is the ACTUAL average percentage awarded over the last five (5) years to; MBE: _____% WBE: _____% SBE: _____% 10. Contractor shall provide the USPS, with verification, previous experience specific to the requirements under this RFI. Provide information below; Document your company has managed a Roof Asset Management Program, as described above and been in business, under the firm?s present name, for a minimum of five (5) consecutive years An estimated total square footage of roofing under a no-leak performance warranty as described above on preexisting assets and any newly constructed building or a new replacement roof. A List of any national/regional roof asset management contracts currently administered through any of the following (minimum 5 / maximum 10): U.S. Postal Service Other federal agencies (including military) Other State or Local Agencies Any other private or public entities You must provide current references (name, telephone number and address) for your comparable contracts. If the evaluation team is unable to contact the references listed to verify experience and performance, that contract may not be considered. You must list the Agency Contract Number.
