- NASA/GSFC has a requirement for the design, fabrication, and test of thirty (30) cavitating venturis for spacecraft application for the Solar Dynamics Observatory (SDO) Project. NASA/GSFC intends to purchase the items from Fox Valve Development Corporation under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. Fox Valve Development Corp. has extensive experience designing and manufacturing cavitating venturis for space flight applications. NASA/Goddard Space Flight Center has already used Fox venturis for the SDO propulsion subsystem flow testing to calibrate and verify the design of the flight cavitating venturis in the flight SDO propulsion subsystem. The venturis regulate the flow rates of fuels and oxidizers such as Hydrazine, H2O2, LH2, LOX, NTO, and other rocket propellants. Fox has supplied cavitating venturis to NASA for the Space Shuttle and Space Station. The venturis are flight qualified. Over the course of hundreds of flow tests performed for SDO, we have determined that the Fox venturi designs are satisfactory for the SDO Propulsion System. SDO Propulsion-Main Engine and ACS flight venturi drawings (GS 2062394 Rev A) will be provided upon offeror's request. The Government intends to acquire a commercial item using Far Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. eastern standard time on the date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
