- This is a notice of intent to award a Commercial Item, Indefinite Delivery Indefinite Quantity (IDIQ) fixed-price contract on a sole-source basis for use of a facility for conference space and services in accordance with FAR Part 12, Commercial Items, as supplemented with additional information included in this notice. The authority for the sole source is FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only notice; a written solicitation will not be issued. The U.S. Department of the Treasury, Bureau of the Public Debt, on behalf of Treasury Agency Services, intends to award a contract to the Ronald Reagan Building, International Trade Center, 1300 Pennsylvania Avenue, NW, Washington DC, 20004 for a base year and four option years. The contract will result in the use of the facilities for the purpose of holding an annual seminar and conference in order to provide financial education, information and services that have application to all Federal employees who have an occupational involvement in financial functions. The training and education services are available in the form of courses, seminars, and conferences on a reimbursable basis. An acceptable facility must: 1) accommodate up to 550 attendees for general and plenary sessions and luncheons; 2) provide space for a minimum of 3 break out rooms for 75 to 100 attendees in each room; 3) provide exhibitor space to accommodate at least 15 vendors; 4) provide a locale that is within the Washington, DC metropolitan area; 5) affirm that space is available for a seminar and conference to be held consecutively the second week in August of each year; and 6) provide additional items and/or services that include catering, audio/visual and ancillary. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all parties interested in this procurement must submit a capability statement within eight (8) calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Sources interested in responding to this notice must be able to provide convincing evidence that they possess the requisite expertise and experience to successfully perform the services as specified above. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. If no responses are received or if the responses received do not provide convincing evidence that they possess the capabilities to perform the services illustrated above, an award shall be made to the Ronald Reagan Building, International Trade Center.
