- The Naval Surface Warfare Center Panama City (NSWC PC), Florida intends to solicit Innovative Professional Solutions (IPS), 8317 Front Beach Road, Suite No.17D2, Panama City Beach, FL 32407 on a sole-source basis for services to support the JDAM Assault Breaching System (JABS) EOD Subject Matter Expert Test Program Support. Specialized knowledge in the areas of foreign mine explosive compounds, construction, inner workings, fuze construction, damage tolerance, and kill/survive criteria is required for completion of this task. IPS is uniquely qualified to provide this services because they provided primary support for the initial team member of the Explosive Test. Work on these projects requires NSWC PC Ordinance Certification Covering Foreign and American mines, MK-80 series bombs and other explosives. There are only two people certified on these systems, one a government civilian, the other an IPS employee. Any other contractor would be required to duplicate a significant amount of this previous work in order to establish the knowledge base that IPS has, which is estimated to increase the cost of this effort by more than one hundred percent. Therefore, it is imperative that this effort is awarded to Innovative Professional Solutions. The period of performance will be for four (4) months from award. The anticipated award date will be on or about Dec 12, 2005. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 541330 applies. SBA Size Standard is $4M. FSC is B599.
