The Government may or may not issue a solicitation as a result of this announcement. The Government is not liable for any bid and proposal costs incurred as a result of this RFI. BACKGROUND: To satisfy U.S Army worldwide integrated training demands without significantly impacting the training budget, the Program Executive Office for Simulation, Training & Instrumentation (PEO-STRI) is conducting market research by seeking innovative business solutions to provide life cycle integrated training support at training sites located worldwide. Training solutions must consider the broad scope and diversity of L-V-C training support operations which include, but are not limited to the following devices/systems in three (3) training domains: (1) LIVE ? Core Instrumentation Systems, Range Data Measurement Systems (RDMS), Range Monitor and Control Systems, After Action Review Systems, Live Fire, Military Operations in Urban Terrain (MOUT), Combat Training Centers (NTC, JRTC, and CMTC), Home Station, Aircraft Survivability Equipment Trainer IV (ASET IV), Tactical Engagement Systems (TES), TES Home Stations, Multiple Integrated Laser Engagement Systems (MILES), Advanced Gunnery Engagement Simulators (AGES), Tank Weapons Gunnery Simulation System/Precision Gunnery System (TWGSS/PGS), Field Tactical Trainers (FTT) for the Tube Launched Optically Tracked Wire Guided (TOW) Improved Target Acquisition System (ITAS) and the Anti-Tank Guided Missile (ATGM), Area Weapons Scoring System (AWSS), Kiowa Warrior, Longbow TES, Smart Onboard Data Interface Module (SMODIM); Combined Arms MOUT Task Force Instrumentation (CAMTF); Instrumented Ranges; Digital Multi Purpose Range Complex Instrumentation (DMPRC), Digital Multi Purpose Training Range Instrumentation (DMPTR), Location of Miss and Hit Range Instrumentation (LOMAH), Modified MOUT Infantry Platoon Battle Course (IPBC), and Modified MOUT Infantry Squad Battle Course (ISBC) (2) VIRTUAL ? Gunnery Simulators, Ground Combat Maintenance Training Devices, Miscellaneous Training Devices, Simulation Network; Close Combat Tactical Trainer (CCTT) Systems; Engagement Skill Trainers; Aviation Trainers e.g. Synthetic Flight Training Systems (SFTS), Synthetic Flight Research System (SFRS), and Aviation Maintenance Trainers, and Aviation Crew Trainers (3) CONSTRUCTIVE ? Corps Battle Simulation (CBS), Brigade/Battalion Battle Simulation (BBS), JANUS, Basic Electronics Maintenance Trainer (BEMT), Advanced Morse Mission Trainer (AMMT), Basic Morse Mission Trainer (BMMT), Morse Mission Trainer (MMT), Guardrail Maintenance Trainer (GRMT), All Source Analysis System (ASAS), Unmanned Aerial Vehicle Hunter (UAVH), Unmanned Aerial Vehicle Shadow (UAVS), Secure Mobile Anti-Jam Reliable Tactical Terminal (SMART-T), Fire Simulation XXI (FIRESIM XXI), Single Channel Ground and Airborne Radio System (SINCGARS), Joint Deployment and Logistics Model (JDLM), Joint Conflict and Tactical Simulation (JCATS), Combat Synthetic Training Assessment Range (CSTAR), Digital Battle-staff Sustainment Trainer (DBST), Leadership Development Course (LDC), Training Resources Management System (TRMS), Joint Surveillance Attach Radar System (JSTARS), Tactical Simulation (TACSIM), Deployable Force on Force Instrumented Range System (DFIRST), Fixed Tactical Internet (FTI), Intelligence Combat Service Support Training Simulation System (CSSTSS), Electronic Warfare Tactical Proficiency Trainer (EWTPT), Digital Command and Staff Trainer (DCST), Warfighter?s Simulation 2000 (WARSIM), Run Time Manager (RTM), One Semi-Automated Force (OneSAF), Army Battle Command System (ABCS), Force XXI Battle Command Brigade and Below (FBCB2), Army Training Information Architecture (ATIA), Mobile Military Operations in Urban Terrain (MOUT). A multi-function training staff is required to: manage, support, schedule, maintain, operate, and upgrade the L-V-C systems/devices; provide facilities/warehouse management, and obsolescence management; develop training support packages and associated training support tools; develop tactics, techniques, and procedures (TTP); develop combined arms training strategies; and provide training support in terms of battle master, semi-automated forces, role play, and instructor/operator activities. An Industry Day, for further discussion of L-V-C integrated support, is scheduled from 0800-1200 (EST) on 9 November, 2004 at the Canterbury Retreat & Conference Center located at 1601 Alafaya Trail in Oviedo, FL 32765. All business concerns interested in attending Industry Day shall provide: company name, business size, mailing address, phone number, and electronic mailing address to Mr. Larry J. Grauert, Contacting Officer, Larry.Grauert@peostri.army.mil and Ms. Vallerie Redd, Contracting Officer, Vallerie.Redd@peostri.army.mil not later than 1 Nov 2004. Industry Day attendance is limited to not more than THREE representatives from each organization, corporation, or company. Following industry day, a modification to this announcement will be published. Interested firms will be asked to provide, in writing, business solutions for future L-V-C Integrated LCCS requirements. After reviewing industry solutions, the Government MAY schedule one-on-one meetings in Orlando, FL during Jan/Feb 2005. This notice modifies RFI-LVC dated 22 October 2004 by advising Industry to access http://www.ntsc.navy.mil/EBusiness/BusOps/Acquisitions for a listing of attendees at the 9 November 2004 Industry Day in Orlando, FL and to review Government responses to Industry questions submitted at the conclusion of Industry Day. Additional information may be posted at the above website until such time as on-going market research is complete.
