Description
The US Army Corps of Engineers, Portland District, intends to award a contract for potential emergency response and repairs on the North and/or South Jetties at the Mouth of the Columbia River should a breach occur this winter. This rubble-mound jet ty has many weakened sections that have increased the probability of a breach that could result in accelerated damage to the jetties structure and possibly impact navigation in the authorized channel. The work covered under this solicitation consists of a ) construction of an access road and ramp from the staging area to the South Jetty crest, b) construction of a haul road on the crest of the North and/or South Jetties extending to the breach area, and c) plugging the breach area by dumping stone into the damaged area. A minimum award amount for this contract may consist of construction of the access road and ramp on the South Jetty with options to construct a haul road on the North and/or South Jetties and repair of the damaged area should a jetty breach occur. In the event of a breach, the Contractor will be required to mobilize and start construction of the haul road on the jetty within 24 hours. Stone for repairing a breach will vary in size between 0.5 to 12 tons. The contract is anticipated to exte nd from 15 December 2005 to 1 May 2006. Estimated cost range of the work should a breach occur is between $1,000,000 and $5,000,000. Request For Proposals (RFP) will be available on or about December 5, 2005. Given the time-sensitive nature of this contr act, the offerors may be asked to submit proposals for this contract within 5 days after advertisement. A pre-bid site tour for prospective Contractors is tentatively scheduled for 14 December. For information purposes, a separate contract that extends over two-years (February 2006 to October 2007) will be issued under separate solicitation (ref. Solicitation Number W9127N-06-R-0002) to perform Interim Repairs on critical areas of the South Jetty . These interim repairs extend over approximately 5,300 feet on the jetty with stone size ranging from 7 to 30 tons. This procurement is open to both small and large business concerns.
