- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation number is: W31P4Q-06-T-0255, the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in e ffect through Federal Acquisition Circular 2005-06. The associated NAICS code is 334511 and small business size standard is 750 employees. The contract line item number(s) and items, quantities and units of measure are: CLIN 0001 C-Band Radar Transponder , Model MD50C-5, Part Number 500001-11S, Quantity 12 each. Description of requirements for the items to be acquired are as follows: Herley Industries C-Band Radar Transponder, Model MD50C-5, Part Number 500001-11S, 12 each. Required delivery date 180 day s after award. The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one source, Herley Industries. Use of any other transponders would require engineering and environmental qualification tests which represent a substantial duplication of costs and would not likely be recovered through competition. This notice is not a request for competitive proposals. The provision at 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition . Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. The additional FAR clauses cited at paragraph (b) in the clause and applicable to this acquisition are: (1), (7), (14), (15), (16), (17), (18), (19), (20), (21), (26), and (31).
