- The Government intends to award on a sole source basis to Subsystems Technology Inc., a five year indefinite quantity, indefinite delivery, task order contract for an minimum contract of $50,000 and a maximum amount of $29,999,995 for delivery of: a.Design, structural analysis, material engineering, producibility analysis/studies and test-engineering services related to weapons and munitions technologies and security related activities and fabrications. These efforts include hardware fabrication and manufacturing, hardware maintenance, material purchases for prototyping, material analysis, test support and analysis, documentation of progress, risk analysis, design and development support, consultation support, computer aided design and simulation, and remodeling under the authority of FAR 6.302-1 (a)(2). b. These services shall involve a wide array of TACOM-ARDEC projects and products that include small and medium caliber guns, artillery and associated hardware and subcomponents, projectiles, mortar ammunition, test equipment, security hardware and systems, and other related equipment. Specifically, the services will support advanced weapons and munitions programs such as Advanced Obturators, 120mm Mortar Weapon System, Non-Lethal Ammunition, XM982 Excalibur, Small Arms Links, PALADIN, Lightweight 155mm, M198, M119, Fire Control Systems, Future Combat System (FCS), SLAM, Driver Cartridge Assembly Program, and the Facility Access Delay System. The contractor will be required to perform the services at Picatinny. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a request for proposal (RFP) No. W15QKN-06-R- 0248. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. Responses must contain sufficient documentation to establish a bonafide capability to fulfill the requirement. The FAR provision at 52.212-1, Instructions to Offerors, Commercial Items applies. The clause at 52.212-4, Contract Terms and Conditions Commercial Items and the clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. FAR 52.225-13, Restrictions on Certain Foreign Purchases applies. FAR 52.232-33, Payments by Electronic Funds Transfer applies. All provisions and clauses are available at http://farsite.hill.af.mil. Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. See Numbered Notes 25 and 26. ARDEC Clause 68 will apply. Responses are due by 1600.
