Description
The Government has a requirement for Universal Camouflage Pattern (UCP) Outer Tactical Vest (OTV) Conversion Kit. The ability to tailor ballistic protection levels is the key functional feature of body armor to accomplish maximum survivability, mobi lity, lethality, and sustained performance as it minimizes weight, bulk, and associated encumbrances to performance. The majority of the fielded Outer Tactical Vests are in the Woodland or Desert camouflage patterns. Now, the OTVs must be converted to th e new Universal Camouflage Pattern. The purpose of this acquisition is to procure UCP Conversion Kits, consisting of the OTV Assembly Outer Shell, Yoke and Collar Assembly, and Throat and Groin Protector Assemblies for facilitate the conversion to UCP. T he UCP OTV Conversion Kit consists of: (1) OTV Assembly Outer Shell, (2) Yoke and Collar Assembly, and (3) Throat and Groin Protector Assemblies. This requirement will be competed on a full and open basis using commercial procedures. Award will be made to the best value proposal which is determined to be most beneficial to the Government based on the criteria discussed in the solicitation. An Inde finite Delivery, Indefinite Quantity contract with Firm Fixed Priced task orders will be issued. The Government reserves the right to make multiple awards, using a two-year contract with range quantities proposed by the offerors. The contract will have a minimum quantity of 25,000 and a maximum quantity of 700,000 kits. Delivery will begin 60 days after contract award. The Berry Amendment applies. The official Request for Proposal (RFP) will be posted on or about 15 December 2005 at the Army Single Face to Industry (ASFI) website located at the following address: https//:acquisition.army.mil. The on-line version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applica ble documents. The proposal will be submitted in hard copy form along with samples. No electronic submission of those proposals will be accepted.
