- This is a sources sought notice only for potential vendors who can provide criminal background checks on contractor and subcontractor employees working at Maxwell AFB, AL. Reports will be provided to the 42d Security Forces Squadron, Maxwell AFB, AL. Please provide information on your company's performance capabilities by email to Frank Spencer at frank.spencer@maxwell.af.mil not later than 09 December 2005. A draft Performance Work Statement follows: 1.0 DESCRIPTION OF SERVICES/GENERAL INFORMATION The contractor shall furnish all labor, materials, and management to conduct criminal background checks for the 42d Security Forces Squadron (SFS) at Maxwell AFB AL 36112. 1.1 Provide the following types of check: 1.1.1. Federal criminal checks to include: 1.1.1.1. Checks for any felony arrests and convictions 1.1.1.2. Checks for any federal arrest warrants, parole or probation violations 1.1.1.3. Checks of federal agencies and state law enforcement ?watch list? or ?hit list? for terrorist activity 1.1.2. Statewide checks to include: 1.1.2.1. Checks of state criminal records database for arrests and convictions. If a state doesn?t have a criminal database, then a check of the state court records will be checked, if required. 1.1.2.2. Checks of any state arrest warrants, parole or probation convictions. 1.1.3. Check U.S. citizenship or immigration status 1.1.4. Check of Social Security Number (SSN) to verify name, when and where issued, and birth date. 1.1.5. Check state and federal sex offender database. 1.1.6. The following is a summary of the criteria the government requires to have programmed in order to establish ?flags? on all returned criminal background reports: a) SSN cannot be verified. b) U.S. citizenship or immigration status cannot be verified. c) Any felony arrest and conviction. b) Wanted by any federal or civil law enforcement authority. c) Arrest and conviction of a firearms or explosive violation. d) Arrest and conviction for espionage, sabotage, treason, terrorism or murder. e) Arrest and conviction of sexual assault armed assault/robbery, rape, child molestation and drugs possession with intent to sell or drug distribution. f) Name appears on any federal agency or state law enforcement terrorist ?watch list? or ?hit list.? 1.1.7. Ordering Procedures Requests for service will be issued with approved preprinted forms against this contract by an authorized government representative. Each request will be considered as a separate order and will reference this award number. 1.2. All checks are required to cover a minimum of seven (7) years, and be completed within 1 day of the request from an authorized government representative. Time may be extended, but not later than 14 days after a request from an authorized government representative. Completed criminal background check reports shall be printable by authorized users, and be able to share reports with third parties as necessary. 1.3 Provider must be internet based, be able to get through the base LAN firewall, be able to have up to 10 authorized users initially, and be able to add additional users if required. Authorized Government representative must be able to long on to the provider?s web site to enter an individual?s personal information to request a criminal background check request. Authorized Government representative must be able to long on to the provider?s web site to receive the criminal background check report. Authorized Government representative must be able to fax a criminal background request by fax as a back up to the provider?s web site. The internet connection must be secure, and the system/program must protect Privacy Act information from unauthorized access, spy ware, and viruses. 1.4 There shall be no special software requirements or additional computer equipment for users. 1.5 Training Provider is responsible for any training requirements to include any instructional material for users. 1.6 Place of Performance: Work is to be performed at the contractor?s facility, not at a Government site. 1.7. Contractor must be in the business of conducting criminal background checks for a miminum of ten years. 1.8. Invoices: All invoices shall be sent electronically through Wide Area Work Flow (WAWF) at (https://wawf.eb.mil). 1.8. Freedom Of Information Act Program (FOIA): The contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom Of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only(FOUO) material. The contractor shall comply with AFI 33-332, Air Force Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 37-139, Disposition of Records ? Standards, or other directives authorized in AFI 37-138, Records Disposition ? Procedures and Responsibilities. 2.0. SERVICE SUMMARY Performance Objective PWS Para. Performance Threshold Provide completed reports on criminal background check 1.2. Complete criminal background check within 1 days or not later than 14 days with an extension authorized by the government. Provide check to cover both federal and state databases 1.1.1 ? 1.1.5 Do the checks cover both federal and state 100% of the time.
