Description
The VA Pittsburgh Healthcare System (VAPHS) has a requirement for Electroconvulsive Therapy (ECT) Treatment Services to be performed at the contractor's facility. The contract period is expected to be February 1, 2006 - January 31, 2007 with two (2) Option Year periods. This is an unrestricted procurement open to small and large businesses. Types of service include both unilateral and bilateral treatments. The contractor shall have a neurologist or psychiatrist evaluate patients under consideration for ECT when requested by the VA. Evaluation will include a general medical, neurologic, and neuropsychiatric history interview and examination. The contractor is required to perform ECT services Monday - Friday. The VA is responsible for the travel of VA patients to the contractor's place of business. The contractor must have an ECT system with state-of-the-art equipment (MECTRA SPECTRUM 5000Q or equivalent), and appropriate support devices to include, at a minimum, a defibrillator, oxygen machine with O2 monitoring capabilities, and blood pressure monitor. Estimated Annual workload by CPT code is as follows: 99245 History, interview & examination ? qty 10; 90870 Electroconvulsive therapy - qty 100. The VA prefers that physicians performing the ECTs be board certified in Psychiatry by the American Board of Medical Specialties (ABMS) or the Bureau of Osteopathic Specialists (BOS) and must practice primarily in either Psychiatry or Neurology. The offeror will provide per-treatment rates and submit a technical proposal addressing the evaluation factors outlined in the solicitation. The solicitation issue date is est. December 9, 2005, and the date for receipt of proposals is January 6, 2006 (C.O.B.). Hard copy and electronic versions of the solicitation will be available on or about December 9, 2005.
