- This is a combined synopsis/solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number INL- 0132-410307 is a Request for Quote (RFQ). The Government intends to award a firm, fixed price contract for the acquisition of polygraph equipment and Spanish language polygraph training for Government of Panama personnel in Panama. Vendor shall be responsible for providing equipment for each class (equipment for 5 students) and shall price equipment as follows: Pricing for 1-5 students; pricing for 6-10 students. Interested offerors must submit proof of qualifications to provide the training and description of the course curriculum. Pricing shall include all costs, i.e. trainers, travel and per diem, equipment and course materials. The following is the statement of work. Accredited and licensed polygraph instructors using the US Department of Defense format and curriculum organized by the International Association of Polygraphers to conduct training in polygraph usage at a suitable location in Panama. Program delivery must be completely in Spanish (instructors must be fluent in Spanish; no interpreters) and shall include intensive training in physiology, technical computerized instrumentation, advanced interrogation, questions instructions and scoring techniques. A total of ten students will be trained in two separate classes of five each. Upon completion of training, vendor will administer 20 mentored polygraph examinations to each graduate in order that each receives full polygraph certification. Certified instructors must provide one-on-one monitoring for these exams. Vendor is responsible for all course materials in Spanish and the required equipment for the training. Offerors will be evaluated on (1) credentials, qualifications and experience of instructors. Instructors must be fluent Spanish speakers; (2) past performance, (3) price. Factors 1 and 2 carry equal weight and will be evaluated as acceptable/unacceptable. For this acquisition, technical merit is more important than price and the Government will make a best value award. If all offerors are deemed equal in technical merit, award will be made to the lowest priced offer. The following Provisions and Clauses are incorporated into this RFQ by reference. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors ? Commercial Items, FAR 52.212-3, Offeror Representation and Certifications ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items. No additional FAR clauses apply. Offerors must provide a completed SF 1449 with their quote. The Government will make one award from this synopsis/solicitation. Offerors must be registered in the Contractor Central Registry (CCR) to be considered for award.
