Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. This incorporates provisions and clauses are those in effect through Federal Acquisition Circular 06. This is a small business set-aside under NAICS code 541990 and small business size standard of $6.0 million. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders. This is a total small business set aside. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to Data Related, LLC, 2405 Rising Sun Court, Virginia Beach, Virginia, 23454. Period of Performance for this requirement is approximately 12 months. The contractor will be performing DNA sample management. The contractor will prepare reagents in accordance with manufacturer?s instructions, extract and purify DNA from human tissue samples, transform human lymphocytes in cell culture, freeze and store DNS samples and cell lines, expand cell lines as needed to replenish DNA supplies, and prepare plates of DNA using robotic liquid handling devices, and quantify DNA using fluorescent plate readers. The contractor will maintain a laboratory notebook describing the work accomplished in sufficient detail to allow others to replicate the work. All data and documents will become the property of the NIH and will remain in the laboratory at contract expiration. Data Related, LLC is uniquely qualified to perform these services based upon their skills in handling human tissue, blood, and body fluid samples, DNA extraction and purification and mammalian cell culture. In addition, Data Related, LLC maintains staff with experience and/or education of a Master?s Degree in biomedical sciences with proven experience in robotic liquid handling devices and fluorescent plate readers. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
