COMMERCIAL COMBINED SYNOPSIS/SOLICITATION (Updated through FAC 2005-03) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The requisition number #27881 and issued as a Request for Quotation (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This is a small business set-aside with an associated NAICS code of 541219 and small business size standard of $7 million. Item # Item Quantity Unit Price Total Cost 1 Audit of Lassen NF Collection Officers 1 Location Work to be completed at the Lassen National Forest Supervisors Office located in Susanville, California. Additionally, auditors will likely need to travel to the District Offices. The district offices are Almanor Ranger District in Chester, CA, Hat Creek Ranger District in Fall River Mills, CA, and Eagle Lake Ranger District in Susanville, CA. Description Of Work The Lassen National Forest Supervisors Office is seeking a contractor to perform a complete audit of all Collection Officers on the Forest. Work will include a review of findings on each officer and recommendations on those findings. There are approximately 10-15 Collection Officers on the Lassen National Forest. A report of findings will include but is not limited to: List types of collections audited for each officer. Report all types of recording logs. Report of authorization letters. Report of turning in monies (frequency). Report of monthly balances, inventories, and property transfers. Report of safekeeping requirements. Report of supervision audits. Judy Maddox will be responsible for assisting auditors with any problems or questions they may have while performing work. Period of Performance & Estimated Start Date Auditors have two choices for period of performance to complete the audit. The audit may take place between 1/3/2005 ? 1/18-2005 or 1/30/2005 ? 2/10/2005. The Awardee will receive a notice to proceed for either 1/3/2005 or 1/30/2005. Successful awardee will not be given both time periods to complete the audit. Please specify in offer which time period you plan to complete the audit. No preference will be given based on selected time period. The provision ?52.212-1, Instructions to Offerors-Commercial?, applies to this acquisition and the following are provided as an addenda to this provision. The criteria outlined in description of work, along with any additional criteria documented prior/during the audit will be used to determine acceptability of end product. If audit is unacceptable awardee will be required to re-perform work at no additional cost the government. The provision ?52.212-2, Evaluation-Commercial Items? does not apply to this acquisition, however the following evaluation procedures shall be used in the selection of a contractor. The evaluation factors to be used in award determination for this solicitation are: 1. Price 2. Relevant Past Performance ? As it relates to: Knowledge of standard budgetary methods, practices, procedures, regulations, and policies. Ability to analyze and prepare budget data and spreadsheets. 3. Knowledge of Forest Service Budget/Finance Experience These three factors will be weighted approximately equal. Please submit a list of relevant jobs/contracts within the last three years. Provide a brief description of the job, explaining its relevancy, along with contact names and phone numbers. Contractors currently doing business with the Department of Agriculture (USDA) and potential vendors are required to register in the Central Contractor Registration (CCR) System. You will need to visit the CCR website (http://www.ccr.gov/) as soon as possible in order to compete for this solicitation. Amendment #1 to Solicitation (SF-30 will be included w/award) Questions and Answers The following questions regarding the subject solicitation for the Audit of Collection Officers were received at the Lassen National Forest. The answers are provided for clarification purposes and do not revise the solicitation unless so indicated. Question 1) Has this type of audit been done before? Answer 1) This type of audit has been completed in the past, but no previous records are available. Question 2) What type of collections do the officers facilitate? Answer 2) Maps Wood Permits Golden Age Golden Access Christmas Tree Permits Question 3) What type of system are you currently using to log collections? Answer 3) Hand Typed Logs Question 4) Do you have documented policies and procedures? Answer 4) There is no specific policy/procedure for performing the audit. There is a handbook detailing the duties of a Collections Officer that will be made available to awardee. Question 5) How many bank accounts are we talking about? Answer 5) No bank accounts, audits are sent to a specific bank in LA. Question 6) Can we get clarification of the dates of performance? There are 15 days from 1/3/06 ? 1/18/06 or 11 days from 1/30/06 ? 2/10/06. Is this correct? Answer 6) No. The second period of performance will be extended from 1/30/2006 ? 2/14/2006, making both options 15 days. The wording in Period of Performance & Estimated Start date is hereby changed FROM: ?The audit may take place between 1/3/2006 ? 1/18/2006 or 1/30/2006 ? 2/10/2006.? TO: ?The audit may take place between 1/3/2006 ? 1/18/2006 or 1/30/2006 ? 2/14/2006.? These are the two periods of time that assistance will be available to the auditors. Question 7) When are you expecting the final audit report? Answer 7) Either 1/18/2006 of 2/14/2006, depending on which period awardee chooses to perform the audit. Answer 11) These are letters that are given to each collection officer after they have read the manual and taken a test. The letter specifies what they can sell, and what regulations apply to that authority. Question 12) What is the nature of the inventory facilitated by the Collection Officers? Answer 12) They are issued property to maintain and sell. Question 13) What is the nature of property transfers performed by the Collections Officers? Answer 13) When their property runs low due to sales, collection officers are issued more items to sell via a property transfer form. Question 14) What is the nature of Supervision Audits? Answer 14) At least once a year supervisors should do a spot check of their Collection Officers.
