- VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA 19320 has a requirement for upgrading the HVAC system for Building 138. Work includes labor, material, equipment, and supervision to complete the following mechanical construction: Replacement of three air handlers with associated equipment; Mechanical repairs to approximately 80 existing terminal units; Replacement of two rooftop exhaust fans, replacement of four terminal units, and modifications to the shower area ductwork and diffusers; Provide new air distribution including ductwork, two terminal units and associated equipment in six rooms on the first floor; Repair Mechanical room including re-insulation of all piping and equipment, repacking of all valves, relocation of the existing control air compressor to the penthouse and installation of a new DDC control panel for the heating hot water generators and associated equipment; The existing chilled water pump will be replaced and relocated to the floor level; Replacement of two (2) chilled water pumps in Building 17 serving the chilled water system in Building 138; Installation of a new control system; and after installation and commissioning of all new equipment, a full balancing of the new and existing mechanical systems for Building 138 shall be performed including terminal units, HVAC pumps, exhaust fans, air handlers, wall convectors and cabinet heaters. All work shall be in accordance with contract specifications and drawings and shall meet all applicable VA criteria, codes, life safety codes, National Electric Code, and Uniform Building Codes. NAICS for this project is 238220. This solicitation contains FAR 52.219-4 Notice of Price Evaluation Preference for HUBZONE Small Business Concerns (Jul 2005). Estimated cost range is $500,000 to $1,000,000. Solicitation IFB 244-06-01226 is expected to be available on or about December 15, 2005. A pre-bid meeting is scheduled on January 4, 2006 at 10:00 AM local time at Building 70, VA Medical Center, Coatesville, PA 19320. All firms interested in submitting offers in response to this solicitation are invited to attend. Project Specifications and Drawings will be available for pick-up or mailing before the pre-bid meeting upon submission of written request and a refundable deposit of $100.00. One set of Solicitation Specifications and Drawings will be provided to prospective bidders on a first come / first serve basis. All requests for information must be in writing to Contracting Officer by 4:30 PM on January 9, 2006. Telephone requests will NOT be accepted. Sealed bids are due in this office at 2:00 PM on January 19, 2006.
