- The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), MAGTF C2 Weapons and Sensor Development and Integration (MC2I) Directorate intends to award a multi-year, multiple type (fixed price, cost plus fixed-fee, and time and materials), initial procurement contract with Titan Corporation, Engineering and Services Division, 3033 Science Park Road, San Diego, CA 92121 on a solesource basis for a Beyond Line of Site (BLOS) Joint Range Extension (JRE) capability for the Tactical Air Operations Center (TAOC). The statutory authority permitting other than full and open competition is 10 U. S. C., Section 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR 6.302-1), "Only One Responsible Source and No Other Supplies or Service Will Satisfy the Needs of the Agency." The system is a stand-alone, transit-cased, table of equipment item is an off-the-shelf, non-developmental item. The base system performance requirements are: 1) Joint Interoperability Test Command (JITC) certified (certificate of conformance/compliance is acceptable) as a MIL-STD-3011 compliant platform for all JREAP modes of operation; 2) capable of operating in a stand-alone transit case mode or removed from the cases and operated within a 19? rack mount within a larger C2 system; 3) transparent gateway mode; 4) terminal emulation mode; 5) interface with a Marine Corps JTIDS class II terminal via 1553 interface; and 6) be managed and operated via remote workstations.
