- The Naval Air Systems Command (NAVAIRSYSCOM) proposes to establish on a sole source basis a Basic Ordering Agreement (BOA). This BOA will be awarded by other than full and open competition with Alliant Tactical Systems Company LL(ATK), Rocket Center, West Virginia. This BOA shall encompass the following support services: (1) engineering investigations; (2) failure analysis studies of reported inventory problems: (3) performance capability improvement analysis; (4) design, manufacture, and test of hardware and/or software to verify the results of the engineering studies and investigations conducted and incorporate corrective actions; (5) support the qualification of fuze booster pellets for the FMU-139C/B; and (6) data for the above efforts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Unless otherwise state herein, no additional written information is available. Request for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award will be registration in the DOD?s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The statutory authority permitting other than full and open competition is Title 10, W.S.C. Section 2304 (c ) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, ?Only One Responsible Source and no other supplies or services will satisfy agency requirements.?
