Description
The Corps of Engineers has a need for a contract(s) for an Indefinite Delivery, Indefinite Quantity contract for small construction projects within the Great Lakes and Ohio River Division, Corps of Engineers. Multiple contracts are to be awarded, wi th the potential of up to five separate contracts being awarded. This procurement will be restricted to 8(a) firms( within the states of Pennsylvania, West Virginia and Ohio) HubZone Small Business and Service Disabled Veteran Owned Small Business Con struction firms only. The number of awards will be based on price competition within the profile markets. Selected firms will represent the low cost responsive/responsible offer(or) within specific socioeconomic category, in which they are eligible to c ompete in, based on the certification requirements for the specific priority program. Eligibility of a firm is based on the US Small Business Administration program certification standing. Concerns must be certified by the US Small Business Administrati on, to be eligible in the HUBZone and 8(a) competition pool(s), and self certify their corporate standing as a Service Disabled Small Business. Vendors whom are eligible in more than one socioeconomic category, i.e., 8(a), HubZone, Service Disabled Vetera n, will be able to compete in all eligible categories. Work will be ordered by issuance of Task Orders. Examples of work that may be required by the contract(s) include, but are not limited to, river and streambank erosion protection, clearing and snaggin g of streams, demolition of structures and restoration of cleared areas, pavement repair and replacement, installation of guide rail and fencing, and similar site work; excavation, backfill, placement of fill, grading, paving, construction of sidewalks, do or and window replacements, roof replacement, painting, replacement of heating, air conditioning, and plumbing systems, mechanical and electrical replacement and rehabilitation, electrical work and various other small construction projects. Materials, sup plies, tools, equipment, fuel, and vehicles required to perform the work will be furnished by the Contractor(s), unless otherwise specified in the Task Order. The determination for awards will be based on pricing of the basic task order which will be incl uded in the RFP package. Awards will be made by socioeconomic program, based on the price competition of the basic task order, a total of up to five awards may be made based on the competition within each socioeconomic profile . Issuance of the task ord ers will be based on price competition across all socioeconomic programs, and based on the lowest price offer received regardless of socioeconomic program. The period of performance will be for a base period not to exceed 1 year with 2 option periods, w hich will not exceed 1 year each or which can be exercised upon exhaustion of the current term ceiling The option annum ceiling is $1,000,000 per option period. The Request for Proposal (RFP) will be available on-line only; therefore, requests for hardco pies of the specifications will not be honored.
