Description
SOURCES SOUGHT SYNOPSIS, CHEYENNE MOUNTAIN AIR FORCE STATION (CMAFS), CIVIL ENGINEERING (CE) FACILITIES SUPPORT SERVICES-BASE MAINTENANCE. This is the first of at least three notices to be synopsized in accordance with (IAW) the Federal Acquisition Regulation (FAR) Parts 15.201 and 5.205(c). Notice to Foreign companies: Foreign participation will not be permitted at the prime contractor or subcontractor level due to security access to the facilities. All synopsis notices are meant to exchange information concerning the Government requirements and industry capabilities relative to the Government?s potential acquisition of non-personal services in support of the mission to operate, maintain, test, repair, renovate, and construct real property facilities/systems, Equipment Authorization Inventory Data items (EAID), Real Property Installed Equipment (RPIE), Government Furnished Property (GFP), Power Conditioning and Continuation Interfacing Equipment (PCCIE) and maybe minor construction. (See Annex 1 for definitions of these terms). This includes customer support services, infrastructure maintenance, facility maintenance, physical plant operations, environmental protection services, property management, and financial management. The purpose of this notice is to seek qualified small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns for the non-personal services listed in following paragraph. The North American Industry Classification System (NAICS) Code for this acquisition is 561210 (Facilities Support Services)-Base Maintenance (see footnotes 12 and 13 relative to this NAICS, found at website http://www.sba.gov/size/footnotes.html. Acquisition Size Standard for NAICS 561210 falls within $30 million average annual receipts, see website http://www.sba.gov/size/sizetable2002.html. Interested parties should register online and subscribe to receiving procurement announcements related to this solicitation by entering the website at http://www.fedbizopps.gov. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub Contractor arrangements and the SBA or DOD Mentor-Prot?g? Procedures. Respondents need to submit a capabilities statement, in electronic copy, reflecting experiences (3-5 years); organizational structure; financial stamina; must identify their business status (i.e., woman-owned, minority-owned, Native American (tribally owned or Alaskan Native), small business); provide four point(s) of contact in your company with respective voice and facsimile numbers, and mailing and email addresses. The four points of contact need to include, one person with authority to bind the company to a contractual agreement, one person responsible for quality (control/assurance) program and two other individuals with management responsibility and authority. In the capabilities statement, firms should describe government or commercial contract experience, i.e., cite government or commercial sources with a point of contact (name, phone, address & email if available). The information requested should not exceed twenty-five total single-sided pages, typed in twelve-pitch font size, capable for reading in Windows 2000 Professional operating system and Microsoft? Word 2000. Submit the capabilities statement by 17 February 2004 to Richard.Harris@PETERSON.af.mil. Any exchange of information must be consistent with procurement integrity requirements as listed in FAR Part 3.104 and applicable to all interested parties. Interested parties include potential offerors, end users, Government acquisition and supporting personnel, and others involved in the conduct or outcome of any resultant acquisition. There will be an industry day visit held at the CMAFS complex, Colorado Springs. The date for the visit is 2 March 2004. Due to the current world situation, there are strict security measures in place. A visitor request letter must be completed. Annex 2 (Administrative Matters for Industry Day Visit) provides information that must be provided for each individual participating in the industry day visit. Annex 3 provides a generic request letter format of the required information. Please read them, adherence to the requirements is mandatory for entrance to the CMAFS complex. The visitor request letter must be received at the contracting office address listed above, attention of Richard Harris (21CONS/LGCAB), no later than February 20, 2004. An electronic copy of current contract Statement Of Work is available to any firm that wants one.
