Description
This is a Sources Sought notice only. The Department of Agriculture, Natural Resources Conservation Service (USDA-NRCS) is seeking sources capable of providing real estate appraisals throughout the state of Minnesota. Appraisers shall be a State Certified General Real Property Appraiser in Minnesota and be in good standing with the licensing authority where the credential was issued. Appraisers must demonstrate competency in compliance with Uniform Standards of Professional Appraisal Practice (USPAP) in conducting appraisals of agricultural properties with and without conservation easements of the requested type. Documentation of appraisal education courses attended, such as eminent domain or conservation easements, and Yellow Book course shall be provided to the NRCS authorized official prior to issuing any work order. All appraisals completed for this program shall comply with USPAP, the Uniform Appraisal Standards for Federal Land Acquisitions (USFLA aka Yellow Book) and Supplemental Standards as issued by the NRCS. The USDA-NRCS is also seeking sources capable of providing technical appraisal reviews of appraisals done by other vendors within the state of Minnesota. Technical Review Appraisers shall be a State Certified General Real Property Appraiser and be in good standing with the licensing authority where the credential was issued. The review appraiser must have demonstrated competency in compliance with USPAP in conducting appraisal reviews of agricultural properties with and without conservation easements of the requested type. Documentation of appraisal education courses attended such as eminent domain or conservation easements and Yellow Book course and at least 40 hours of training in conducting technical reviews shall be provided by the review appraiser to the authorized official. Interested vendors should replay in writing to the Contracting Officer listed below no later than January 3, 2006. All vendors should provide the following information: 1. Indicate point of contact, phone numbers and e-mail addresses. 2. Indicate type of business; i.e. small business, large business, veteran-owned, women-owned, small disadvantaged business, HUBZONE, etc. 3. Estimated delivery time for appraisals. 4. Estimated delivery time for technical review of appraisals. 5. How often can you take on a new NRCS appraisal assignment? 6. Indicate whether you would be available for work throughout the state of Minnesota or only in certain counties.
