Description

Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows: The US Coast Guard, Maintenance and Logistics Command, Atlantic, intends to issue a sole source purchase order with ZODIAC OF NORTH AMERICA to purchase the Zodiac DR2 Tube set H920 OB. Award will be made IAW FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The part required is specific to the Zodiac H920 hull #: XDC92011B000 owned by the Coast Guard original design requirements manufactured by ZODIAC OF NORTH AMERICA; they are the OEM for all repairs and components. This is a simplified acquisition. This notice of intent is not a request for competitive quotes. However, the government will consider all quotes received by December 2, 2005. A determination by the Government not to compete as a result of quotes received is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
